A. Latif Baraka: Heba Press

Dozens of names, including some prominent and influential in the provinces of the Souss-Massa region, are preparing for a “political trip” before the next elections in Morocco.

According to Heba Press sources, the parliament of both houses is also expected to witness the submission of resignations in order to prepare new party affiliations.

Our sources added that there is communication between the names ready to travel, some of them have spoken directly with the secretaries and leaders of the parties, while others have communicated with the regional coordinators to prepare the “heart of the Vista”, according to the common expression among the elected officials.

One of the names of the party known in the Souss-Massa region had recently met with a leader of the party. It was in one of the villas of Marrakech, far from the eyes of the capital Rabat, and a preliminary agreement had been reached between the two parties. The announcement of the rapprochement of these names would change the balance of power in the partisan arena of Souss.

It is also likely that there are internal problems within the parties, which have increased the number of angry people within them, or that some see the contours of a new political map coming and want to put their foot forward, in advance, while there are others, and their number is increasing, who want to leave the parties permanently in case they do not do so, some will leave because of legal proceedings, and their party secretaries have left them alone to face the proceedings. the courts.

Article 61 of the Moroccan Constitution stipulates that “Anyone who renounces the political affiliation in the name of which he stood for election, or the team or parliamentary group to which he belongs, shall be stripped of his membership of one of the two chambers.” The Constitutional Court declares the seat vacant, upon referral by the President of the Council concerned, in accordance with the provisions of the internal regulations of the Council concerned, which also specifies the time limits and procedure for referral to the Constitutional Court.

Political parties have failed to curb the phenomenon of “political trips” despite the agreement of several parties represented in Parliament on an ethical charter stipulating not to “steal from elected officials”. However, most of these parties do not adhere to this charter, which harms the credibility of political action and perpetuates electoral aversion in Morocco, according to observers of the country’s political life.

In an attempt to reduce the phenomenon of “political nomadism”, the new electoral laws gave party leaders the right to submit requests to remove from their mandate functions parliamentarians who have changed their “political skin”, as stipulated in the organic law of the House of Representatives. that parties have the right to write to the President of the House of Representatives with the aim of requesting the expulsion of a parliamentary representative due to the abandonment of his political affiliation.

According to the introductory memorandum that accompanied the organic law of the House of Representatives, this provision aims to strengthen the amendment measures taken in the field of combating the phenomenon of political migration, referring to “the forfeiture of the status of member of the House of Representatives” of any representative who, during the term of his mandate, has renounced his affiliation with the political party on behalf of which he ran for the council.
