Morocco-Libya: Signing of a memorandum of understanding on professional training

The Office of Vocational Training and Labor Promotion (OFPPT) and the Libyan Ministry of Technical and Vocational Education signed a memorandum of understanding on Tuesday in Tamesna to strengthen bilateral cooperation.
Initialed by the Director General of the OFPPT, Loubna Tricha, and the Libyan Minister of Technical and Vocational Education, Yekhlif Said Sefao Amhimid, in the presence of the Libyan Ambassador to the Kingdom, Ibrahim Ataweel, and the director of the office regional office of the Islamic Development Bank (IDB) in Rabat, Waleed Addas, this memorandum defines the overall framework for collaboration in terms of professional training, implementation of joint projects and sharing of expertise.
Through this memorandum, the OFPPT will carry out audit missions of the Libyan professional training system, with a view to developing a common action plan aimed at developing training engineering and the development of trainers. and strengthening technical skills in the country’s priority areas.
Under this memorandum of understanding, the Office will welcome 20 young Libyan trainees in initial training within its establishments, from the start of the 2024-2025 school year, in the levels and specialties which will be defined by the said protocol.
The Libyan Ministry of Technical and Vocational Education will also rely on the expertise of the OFPPT for the training of Libyan trainers in priority sectors for the country. The Office will also be responsible for training administrative, technical, educational executives and directors of Libya’s training establishments.
Technical support through the establishment of professional training centers meeting the needs of priority sectors is also at the center of this partnership which will also enable the exchange of visits, studies and documentation in terms of technical and occupational hazard.
In addition, it will aim to develop training engineering in sectors of common interest, to exchange experiences and acquired knowledge in terms of online teaching or to promote twinning actions between training establishments with a similar vocation. .
In a statement to MAP, Ms. Tricha welcomed this fruitful partnership for both parties, believing that this meeting is an opportunity to reaffirm the common desire to create strong synergy to boost the partnership between the Office and the Libyan Ministry of Technical and Vocational Education.
The signed agreement, she said, will not only revitalize the axis of cooperation activated for around ten years concerning the reception of trainees in training, at a rate of around twenty or thirty per year, but also to broaden the spectrum of partnerships to all actions responding to the priority needs of partners and which will be determined with more precision at the end of the diagnostic mission for which the Office will shortly mobilize experts.
For his part, the Libyan Minister of Technical and Vocational Education indicated that this meeting, which is part of the cooperation between the two friendly countries, aims to promote exchange and take advantage of Moroccan expertise in professional training matters.
He, at the same time, praised the Moroccan experience in the field of vocational training and technical education, calling on Arab countries to combine efforts to meet the challenges facing the world in this area. vocational training and technical education, modern technologies and digital transformation.
The OFPPT had already welcomed a Libyan delegation in December 2022 in partnership with the IDB, the Office’s strategic partner in the development of professional training on the African continent. A total of 30 Libyan trainees were trained by the OFPPT during the period 2006-2019.
Following the signing of this memorandum, the Libyan delegation paid a visit to the City of Trades and Skills of Tamesna, inaugurated by His Majesty King Mohammed VI, on May 30, 2023, and carried out as part of the program Cities of Trades and Skills, the backbone of the Roadmap for the development of vocational training.
