Ali Laqsab, a member of the Fes Municipal Council and a councilor in the Janan El Ward district council, and Oussama El Idrissi, Vice President of the Zouagha district council for the Party of Progress and Socialism, sent a letter to the Wali of the Fes-Meknes region, Governor of the Prefecture of Fes, demanding an administrative and financial investigation into the management of the contingent staff file in the municipality of Fes during the period from October 2021 to October 2026.
The two councilors confirmed in their letter dated October 7, 2026, that their request comes in view of the large number of contingent staff, and the necessity of verifying the extent to which the laws and procedures in force in managing this file have been respected, and the extent to which the benefit from financial compensation is linked to the performance of the actual tasks entrusted to those concerned.
The letter called for verification of data related to the possibility of receiving compensation without performing the required tasks, as well as raising questions about the regularity of some staff in performing their duties, the nature of the tasks assigned to them, and their compliance with the actual needs of the municipal services.
The signatories also demanded that the nominal lists of contingent staff be audited, and to ascertain the criteria and methods of their employment and their work locations, and to verify the extent to which they are actually performing their assigned tasks, while ensuring the absence of potential cases of conflict of interest or unjustified financial payments.
The two councilors stressed the need to take the necessary legal, administrative, and financial measures if any irregularities are proven, including working to recover any amounts that are proven to have been disbursed without legal justification, and returning them to the budget of the Fes municipality, with accountability being established in accordance with the applicable laws.
This initiative comes in the context of demands aimed at strengthening the principles of transparency and linking responsibility with accountability in the management of human and financial resources of local authorities, as public funds are a trust that requires good management and submission to control and evaluation.
The opening of an investigation, if this request is heeded, remains an entry point for verifying the various raised data and determining the extent of their accuracy, while emphasizing that what is stated in the correspondence falls within the framework of a request for audit and investigation, and does not in itself constitute proof of the existence of violations or the responsibility of any entity or person before the completion of the necessary investigations.
