It reached 12.3 billion dirhams. The Kingdom’s treasury records a surplus in the budgets of local authorities

The General Treasury of the Kingdom indicated that the execution of the budgets of the territorial municipalities resulted in a total surplus of 12.3 billion dirhams at the end of July 2024, against a total surplus of 5.3 billion dirhams recorded a year ago.
The Treasury explained in its latest monthly bulletin on local financial statistics that this surplus, which takes into account a positive balance of 1,541 billion dirhams for special accounts and supplementary budgets, is intended to cover the agreed expenses that must be paid during the year 2024.
The same source indicated that the regular revenues of local authorities amounted to 31.5 billion dirhams, an increase of 20% compared to the end of July 2023, explaining that this is due to an increase in transferred revenues of 27.2% and revenues administered by local authorities of the State by 18.5 percent and 2.3 percent of revenues managed by local authorities.
Ordinary expenditure of local authorities stood at 14.8 billion dirhams at the end of July 2024, up 3.7%, following a 7.6% increase in expenditure on other goods and services and a 15.4% increase in debt interest, coupled with a 1.5% decrease in personnel expenditure (minus 105 million dirhams).
For their part, the total surpluses of the municipal territorial budgets amounted to 62.8 billion dirhams. It includes the surpluses of previous years and the surplus of 2024 (12.3 billion dirhams).
These surpluses are allocated to cover planned and contracted expenses or those planned for past years and unpaid years, in addition to the agreed and unpaid expenses for the year 2024.
The remainder constitutes funds available for expenses (salaries, water, electricity, rent, debt interest, delegated management, etc.).
Communities contribute 59.1 percent of total territorial municipal surpluses.
