UNDER THE PRESIDENCY OF MR. THE WALI OF THE MARRAKECH-SAFI REGION, GOVERNOR OF THE PREFECTURE OF MARRAKECH: FEEDBACK ON THE ACHIEVEMENTS OF THE CRI MARRAKECH-SAFI DURING ITS BOARD OF ADMINISTRATION

Mr. Farid CHOURAK, Wali of the Marrakech-Safi Region, Governor of the Prefecture of Marrakech, presided, in the presence of Madam Advisor to the Minister Delegate to the Head of Government in charge of Investment, Convergence and of the evaluation of public policies, the Representative of the Regional Council and, ladies and gentlemen Administrators, the first board of directors of the Marrakech-Safi Regional Investment Center for the year 2024. The agenda The order concerned the assessment of the achievements of the Marrakech Regional Investment Center for the year 2023 and the performance of the latter's activities.

In his opening remarks, Mr. Le Wali of the Marrakech-Safi Region, Governor of the Prefecture of Marrakech, recalled the context in which the Council takes place and the High Directions of His Majesty King Mohammed VI, May God Glorifies Him, in terms of promotion and attraction of investments.

Following the opening speech of Mr. Le Wali, Mr. Acting General Director of the Marrakech-Safi Regional Investment Center presented the achievements of the CRI for the year 2023. Thus, over the past year , the Unified Regional Investment Commission, which met 72 times, approved 547 projects (an increase of 84% compared to 2022) for a total investment amount of more than 119.9 billion Dirhams ( an increase of 279% compared to 2022). A record amount which should enable the creation of more than 26,730 jobs in the Region (an increase of 78% compared to the previous year). The regional economic dynamic therefore experienced a year of high added value: two sectors, however, stood out, tourism in that it represented the dominant sector in terms of number of approved projects and, the energy and mining sector, dominant in terms of investment amount, driven in part by the OCP investment program.

Furthermore, the Acting General Director of the Marrakech Safi Regional Investment Center recalled the achievements in terms of supporting investors. Thus, more than 557 projects have received tailor-made support from the CRI, mainly in the pre-investment phase, land identification and financial engineering. At the same time, the CRI continued to deploy its service offering aimed at stimulating entrepreneurship at the regional level.

In 2023, 2,700 project leaders were made aware and 1,200 benefited from INTELAK BOOST LAB, an initiative to promote and support project leaders as part of the national PIAFE program.

Finally, Mr. Interim Director General of the Marrakech-Safi Regional Investment Center highlighted the economic impulse initiatives carried out, ranging from studies and value proposals

sectors to the statistical modeling of regional attractiveness as part of monitoring work, through the contribution to regional urban planning reflections on the preparation of the investment reception offer and the identification of investment opportunities for what is the strategic planning aspect, without forgetting the effort deployed in terms of territorial offer, with the actions of reflection relating to the territorial offer, the promotion of investment and improvement of the business climate. Thus, in 2023, an outreach campaign was conducted in Spain and two surveys on the business climate and investor satisfaction were carried out. In conclusion, Mr. Le Wali gave his instruction for the creation of a Permanent Commission within the CRI responsible for monitoring the implementation of investment projects. The establishment of this special commission will also make it possible to report at the next council meetings on the rate of completion of projects from the previous year, with the aim of measuring the effective realization of investments. Furthermore, the latter underlined the importance of improving the quality of service and reception within all regional administrations. A requirement that he will personally ensure. Finally, the exchange made it possible to discuss the synergy and convergence of the different territorial development programs at the regional level.
