Rachid Talbi Alami re-elected as head of the House of Representatives

Rachid Talbi Alami, of the National Rally of Independents (RNI), was re-elected, Friday, president of the House of Representatives for the remaining period of the current legislature, during a plenary session held on the occasion of the opening of the second session of the 2023-2024 legislative year.
Mr. Talbi Alami, candidate of the parliamentary majority, collected 264 votes out of the 324 cast against 23 for his only opponent Abdellah Bouanou, president of the parliamentary group of the Justice and Development Party, knowing that 37 invalid ballots were recorded.
The operation to elect the president of the House of Representatives for the remainder of the parliamentary legislature (2021-2026), took place in accordance with the provisions of the internal regulations of the House which stipulates that the president is elected at the start of legislation then in the 3rd year, of this during the April session, and for the remaining period of the said legislature, in application of the provisions of article 62 of the Constitution.
In a speech on this occasion, Mr. Talbi Alami thanked all the components of the House of Representatives for his re-election as president of this legislative institution, calling to “continue to work together in the service of our country and its aspirations under the enlightened leadership of HM King Mohammed VI, may God help him, who guides the Kingdom with wisdom and foresight towards better prospects for economic progress and prosperity, consecrating a Moroccan civilizational renaissance open to the world.
Once again, he said, this is an ordinary and normal democratic exercise in the State of institutions and partisan pluralism where opposition and majority fulfill roles, certainly different, but decisive in democracy.
The Speaker of the House of Representatives noted that the many challenges looming for the 2nd session of the third year of the eleventh legislature require the combined efforts, each from its position, from its constitutional and institutional prerogatives “which we must accomplish with the professionalism required to make the parliamentary institution an active contributor to the dynamic of reform and development.”
And added that the House of Representatives is keen to capitalize on achievements in terms of legislation, control of government action, and evaluation of public policies as well as parliamentary diplomacy, recalling in this regard the content of the message addressed by King Mohammed VI to participants in the Symposium commemorating the 60th anniversary of the constitution of the first elected Parliament in Morocco, held on January 17, 2024.
Mr. Talbi Alami also underlined that the legislative agenda will be rich for the rest of this legislature and will require collective mobilization to succeed in the major projects initiated by King Mohammed VI, in particular the reform of the Family Code, to which the Sovereign pays special attention.
“In Morocco, everything happens within the framework of a societal, political and institutional consensus and in strict compliance with the Constitution, whether it concerns this text or other provisions or questions of a societal nature,” said he noted.
Mr. Talbi Alami also mentioned the international context marked by exponential changes on the geopolitical and economic levels, requiring, more than ever, “cohesion and mobilization behind His Majesty the King to continue to defend our rights and our legitimate causes, at their head the question of our territorial integrity.”
