10th edition of the World Water Forum in Indonesia: Mr. Baraka’s participation in the 4th High-level Panel on “Global Water Security”

As part of Morocco’s dynamic and active participation in the activities of the 10th World Water Forum, Mr. Nizar Baraka, Minister of Equipment and Water, took part today in the 4th High-level Panel on “Global Water Security” organized by the Republic of China.
THE The work of this high-level event was dedicated to one of the most crucial themes of our days, namely “global water governance”. The objective being to carry out a joint global reflection on the main directions to be adopted to improve the governance of water resources in the countries, and to share between the international community the experiences and the efforts of the different countries in favor of good governance of water resources.
Speaking on this occasion, Mr. Nizar Baraka stressed that the current challenges facing the water sector around the world require effective, efficient and inclusive water governance. In the same line of ideas, Mr. Baraka indicated that in Morocco good governance of water resources was and remains a priority of national policy, ensuring the establishment and consolidation of the bases of integrated management, anticipatory, decentralized and concerted approach to water at all levels between public services, water users, elected officials, NGOs, civil society, etc.
And to continue: “These bases were reinforced by the promulgation of law 10-95 on water which essentially focused on water management on the scale of the hydraulic basin, a decentralized and concerted administration through the creation Hydraulic Basin Agencies and the promotion of actions to safeguard water quality and ecosystems as well as the institutionalization of consultation bodies such as the High Water and Climate Council and the Prefectural and Provincial Water Commissions. ‘Water “.
Likewise and in order to secure the water needs of its population and ensure sustainable support for its socio-economic development, the Minister of Equipment and Water explained that Morocco adopted its new law 36-15 on water, in 2016, incorporating new provisions and which also dictated the establishment of strategic plans, the national water plan and master plans for the integrated development of water resources at the scale of hydraulic basins. Plans which will make it possible to define for the next 30 years the framework of the national water policy and the fields of intervention of all the actors in the field of water.
Also, he underlined that Morocco has succeeded in building an efficient model of water resources management, specific to it, and it has actively contributed internationally to improving the governance of water resources. . And to remind: “Improving water governance requires implementing robust, coherent public policies in order to complete sustainable development projects in all continents and countries at all levels.”
Mr. Nizar Baraka concluded his intervention in this high-level panel by confirming that consolidating the bases of improved governance requires integrated public policies targeting measurable objectives included in predetermined timetables, at the appropriate scale, based on a clear division of tasks between the responsible authorities and subject to regular monitoring and evaluation.
