King Mohammed VI chairs a Council of Ministers

King Mohammed VI chaired, on Saturday at the Royal Palace in Casablanca, a Council of Ministers devoted to the adoption of the strategic orientations of the State’s shareholder policy, a draft organic law and a number of draft decrees relating to the military field, as well as appointments in higher positions, indicates a press release from the Spokesperson of the Royal Palace, Abdelhak El Mrini.

“His Majesty King Mohammed VI, may God assist him, chaired, this Saturday June 1, 2024 corresponding to 23 Dou Al Kiada 1445H at the Royal Palace in Casablanca, a Council of Ministers devoted to the adoption of the strategic orientations of the policy shareholder of the State, a draft organic law and a number of draft decrees relating to the military field, as well as appointments to higher positions.
At the start of the Council’s work, the Minister of Economy and Finance presented a presentation to His Majesty the King on the strategic orientations of the State’s shareholder policy.
The minister stressed that the reform of the sector of public establishments and enterprises takes place in application of the High Royal Guidelines and aims to reconfigure the public portfolio and improve its management, and carry out reforms of certain key sectors of the national economy, so as to ensure an accessible and quality public service offering and accelerate the work of developing the State’s shareholder policy.
She noted that the State’s shareholder policy represents one of the pillars of the reform of the sector of public establishments and enterprises, the implementation of which falls to the National Agency responsible for the strategic management of State participations. Just as it reflects the strategic orientations and overall objectives of State shareholding, its role in the governance of public establishments and enterprises and the way in which it implements this policy.
The minister specified that the State’s shareholder policy is structured around the following seven strategic orientations:
First: Consecrate the sector of public establishments and enterprises as a strategic lever for the consolidation of national sovereignty through support of the State’s efforts in a set of vital sectors, in particular energy, health, water, food security, environment, connectivity and mobility.
Second: Make the sector of public establishments and enterprises a driver of continental and international integration capable of contributing to responding to geostrategic challenges and guaranteeing the interests of the Kingdom and contributing to the strengthening of south-south cooperation, particularly with countries African brothers.
Third: Make the sector of public establishments and enterprises a pillar for the revitalization of private investment through the establishment of proactive partnerships with the private sector in a logic of complementarity and strengthening of the contribution of the private sector in the dynamic national economy.
Fourth: Make the sector of public establishments and enterprises a catalyst for a competitive economy and a vehicle for sharing added value and promoting productive employment, notably through the support of viable and agile economic models in line with requirements regulation, the competitive environment and market opportunities.
Fifth: Establish the sector of public establishments and enterprises as an active player in territorial equity in the service of economic and social, financial and digital inclusion, within the framework of advanced regionalization while ensuring territorial equity and guaranteeing equitable access for citizens to quality public services.
Sixth: Make the sector of public establishments and enterprises a responsible manager of resources, thus falling within the Sustainable Development Goals through strengthening the contribution of public establishments and enterprises to the promotion of responsible management of natural resources and strengthening the country’s resilience to the challenges of climate change.
Seventh: Strengthen the exemplary role of public establishments and enterprises in terms of governance and performance by ensuring active management of its public portfolio of its participations or disengagement, with the objective of optimal valorization of material assets and intangible assets of public establishments and enterprises and an improvement in their performance.
After adopting the Strategic Guidelines for State shareholder policy, the Council of Ministers examined and approved the draft organic law modifying and supplementing the organic law relating to appointment to higher positions. This draft text proposes:
– To add the following establishments to the list of strategic public establishments, whose managers are appointed, after deliberation in the Council of Ministers:
.The Grand Atlas Development Agency;
.The National Social Assistance Agency;
.The High Authority of Health;
.Territorial health groups;
.The Moroccan Agency for Medicines and Health Products;
.The Moroccan Agency for Blood and its Derivatives.
– To remove the Higher Institute of the Judiciary from the list of strategic public establishments. The Director of this establishment will be appointed by His Majesty the King on the proposal of the Deputy President of the High Council of the Judicial Power, in accordance with the provisions of the law relating to the reorganization of this Institute.
– To include the position of “President of the General Council for Agricultural Development” in the list of senior functions of public establishments, the heads of which are appointed, after deliberation in the Government Council.
Subsequently, the Council of Ministers approved four decrees relating to the military domain, in realization of the High solicitude of which His Majesty the King, Supreme Leader and Chief of General Staff of the Royal Armed Forces, continues to express grant to the promotion of the professional and social conditions of members of the FAR. These are the following draft decrees:
– Draft decree creating two defense industrial acceleration zones aimed at setting up industrial zones to accommodate defense industries relating to defense and security materials and equipment, weapons and ammunition.
– Draft decree modifying and supplementing the decree establishing the special status of the body of teacher-researchers of medicine, pharmacy and dentistry. It aims to establish scientific and academic excellence as a fundamental criterion for access to the profession of teacher-researcher and to professional promotion, to rationalize professional promotion procedures and to grant a position allowance to head teachers. of departments and centers within military hospital establishments, like the teachers who are heads of hospital services within these establishments.
– Draft decree modifying and supplementing the decree creating the National Coordination Committee in the fields of hydrography, oceanography and marine cartography. Its purpose is to add the Minister of Foreign Affairs, African Cooperation and Moroccans living abroad or his representative to the members of the said Committee.
– Draft decree supplementing the decree relating to the situation of military attachés, their deputies and other military personnel assigned to them. Its purpose is to create the post of military attaché at the Kingdom’s Embassy in Brasilia, to consolidate ties with the State of Brazil.
And in accordance with article 49 of the Constitution and on the proposal of the Head of Government:
On the initiative of the Minister of Equipment and Water, His Majesty the King, may God preserve Him, was kind enough to appoint:
– Mr. Mustapha Farès, Director General of the National Ports Agency (ANP);
– Mr. Mohammed Cherkaoui Eddeqaqi, Director General of the Société nationale des Autoroutes du Maroc (ADM);
At the initiative of the Minister of Energy Transition and Sustainable Development, His Majesty the King appointed:
– Mr. Tarik Hammane, Director General of the National Office of Electricity and Portable Water (ONEE);
– Mr. Tarik Moufaddal, President and CEO of Moroccan Agency for Sustainable Energy (MASEN);
At the initiative of the Minister of Transport and Logistics, the Sovereign, may God glorify Him, appointed Mr. Adil El Fakir Director General of the National Airports Office (ONDA). »
