“Pioneer schools”, a structuring program intended to improve the learning process

The draft decree relating to the “pioneer schools” label, adopted Thursday by the government council, is a structuring program which aims to improve the learning process and raise the level of mastery of learning, the Ministry of Education indicated on Thursday. This program, which aims to bring about a global transformation in the performance of labeled establishments, is implemented through several major initiatives focusing on three axes, namely the student, the teacher and the school, specifies the ministry in a press release.

Under this draft decree No. 2.44.144, a financial bonus will be allocated to education executives holding certificates in educational approaches from public educational establishments bearing the “pioneer schools” label, continues the same source .

This bonus will also benefit civil servants who directly participate in all operations relating to the process of obtaining this label, after having obtained a certificate of participation in the training sessions and contributed to supporting the institution’s project. taking into account the principles of fairness and equal opportunities in the various operations and measures relating to obtaining the said label.

Part of the implementation of the 2022-2026 Roadmap for a quality public school as well as in the wake of the concretization of the agreement signed on December 26, 2023 between the tripartite ministerial commission and the representatives of the most representative unions concerning the unified status of national education civil servants, this project aims to define the fundamental axes through which the necessary measures are taken for the implementation of the “pioneer schools” program.

As a reminder, the pioneer schools project is a structural program aimed at improving the learning process through the adoption of a multidimensional methodology by establishing quality conditions at the level of public education establishments. This program is based on a number of key initiatives with a view to creating a global transformation of these establishments, centered around three axes, namely the student, the teacher and the school establishment.

During the 2023/2024 school year, this project was implemented in 626 public primary schools, in urban, semi-urban and rural areas, with a number of beneficiaries of 322,000 students, participation voluntary and mobilization of 10,700 teachers and by calling on 158 educational inspectors for supervision and support.

The preliminary internal evaluation carried out by teachers and staff of the inspection body, as well as the external qualitative evaluation carried out by the National Observatory of Human Development, revealed significant progress in the level of learners in these establishments, thanks to to the work of the educational and administrative team, in addition to the great importance of mobilizing the actors involved in the success of the project.

An external quantitative evaluation of learning will be carried out by the J-PAL laboratory, in collaboration with the Mohammed VI Polytechnic University (UM6P), in addition to the evaluation of the educational institutions involved in this project, which is currently being carried out by the National Evaluation Authority, reporting to the High Council for Education, Training and Scientific Research.

In light of the positive data recorded, the ministry is working to gradually expand the number of “pioneer schools” from the current 626 to 2,626 primary schools during the next school year 2024/2025, with the number of beneficiaries expected to reach 1,300. 000 students, or the equivalent of 30% of primary school students, with the objective of generalizing this project and reaching 8,630 primary establishments during the 2027/2028 school year.

Also, a pilot phase will be launched with 232 secondary establishments during the year 2024/2025, to be extended to 730 establishments during the year 2025/2026, with a view to generalization for the year 2028/ 2029.
