HIBAPRESS – Abdellatif Barka
After the unexpected dismissal of the governor of the Inezgane-Aït Melloul prefecture, Ismail Abu Al-Haqq, on the night of September 11, 2025, the controversy returned regarding the backgrounds of the decision whose true reasons remain ambiguous, after new documents appeared revealing data that completely contradicts what some media outlets had promoted earlier.
The documents, which have been circulated recently, and based on informed administrative and technical sources, showed that the case, known in the media as “Inezgane Real Estate”, which was linked to the file of the governor's dismissal, did not witness any legal violations or abuse of influence, as suggested by some articles that spoke about “converting land allocated for building a school into a commercial center.”
– New data refutes the narrative
The documents that "HIBAPRESS" reviewed reveal that the real estate in question was originally state-owned property, purchased by the Regional Institution for Equipment and Construction for the South (ERAC SUD) in 1989, before its ownership was later transferred to the Al-Omrane company. In December 2017, the latter sold the property to the TISLIT SAKAN company as part of a legal exchange agreement with the BASTIF company, in return for an additional amount of 2,335,500 dirhams, which proves that the process was carried out legally and documented.
The data indicates that the 2002 planning design, which had allocated the land for a public facility, expired legally in 2012, making the property free “by law” from any commitment to public benefit, according to the provisions of Article 28 of Urban Planning Law 25.90.
As for what was rumored about the existence of a “2021 planning design” stipulating the construction of a school on the site, it turned out that it was merely a preliminary, unapproved study, prepared by the Urban Agency at the consultation stage, without acquiring any binding legal character.
During the meetings of the technical and regional committees, it was decided to exclude the proposal due to the presence of a private school very close to the property, and because the remaining area did not match the standards adopted by the Ministry of National Education.
– Legal building permit without special privileges
After the SAKANE 3D company purchased the property in March 2023, it submitted a building permit application through the “Licenses” digital platform in August of the same year.
According to the documents, the file was subject to all stages of legal study by the Urban Agency, the community, and the Urban Planning Department of the prefecture, before obtaining the final positive opinion from the competent authorities.
The data confirms that the file study period exceeded five months, which is more than the usual period, which completely negates the existence of any acceleration or illegal intervention.
What was circulated regarding an "exceptional permit" was also refuted, as this type of permit has been officially abolished since 2020.
– Questions about the background of the dismissal of the governor Abu Al-Haqq
In light of these developments, many are asking questions about the real motives that led to the dismissal of the governor Ismail Abu Al-Haqq.
If the legal data confirms the integrity of the procedures, what prompted the administrative decision to be taken so quickly? Did the decision rely on accurate reports, or was it influenced by hasty media narratives or pressure from real estate lobbies?
The questions remain open, especially with the absence of any official clarification from the Ministry of Interior regarding the reasons for the dismissal, which increases the ambiguity surrounding the file and strongly brings it back to the forefront of local and national discussion.
