Here is the full text of the Royal Message.
“Praise be to God, Prayer and greetings to the Prophet, His family and His companions,
Excellency, Mr. Cheikh Niang, President of the Committee for the Exercise of the Inalienable Rights of the Palestinian People,
Excellencies members of the honorable Committee,
Ladies and gentlemen,
This year, the International Day of Solidarity with the Palestinian People is being celebrated while the Middle East region in general and the Palestinian territories in particular are experiencing, since October 7, 2023, events of unprecedented gravity. In fact, due to an escalation which continues to intensify and armed clashes on a vast scale, the dead and wounded, most of them women and children, number in the thousands within the civilian population. In addition to the massive destruction of homes, hospitals, schools, places of worship and infrastructure, a total blockade is imposed on Gaza, in flagrant violation of international laws and with total disregard for human values.
Despite growing calls for de-escalation and calm that would allow the delivery of medicines and other relief supplies to the Gaza Strip, Israel continues both indiscriminate and violent bombardments and incursions of its Land Force. The result is a forced displacement of more than a million and a half Palestinians, an increase in victims and an intensification of destruction.
The worsening of this humanitarian drama in Gaza and the relentlessness against civilians call into question the international community, more particularly the active powers and the Security Council, the UN body responsible for maintaining security, stability and peace in the world. In fact, they must put aside their dissensions to work together to adopt a resolution which will aim, in a decisive and binding manner, at the immediate application of a lasting ceasefire, according to the rules of law. international law and international humanitarian law.
Excellencies, Ladies and Gentlemen,
During the Extraordinary Arab-Islamic Summit held on November 11, 2023, in the Kingdom of Saudi Arabia, we defined four urgent priorities to stop the massacre of human lives, to which the Lord attaches great value.
This is an opportunity to highlight them again:
– First: induce urgent and concrete de-escalation, put an end to military aggression, to achieve a lasting and verifiable ceasefire;
– Second: Guarantee the protection of civilians so that they are no longer targeted, in accordance with international law and international humanitarian law;
– Third: Allow the smooth delivery and in sufficient quantities of humanitarian aid for the benefit of the populations of Gaza;
– Fourth: Project a political perspective for the Palestinian question, likely to revive the two-state solution.
The latest escalation is the inevitable consequence of the absence of any horizon of political settlement of the Palestinian question, even though this perspective is the key to peace, stability and prosperity in the region. As we have repeatedly reaffirmed, the settlement of this issue on the basis of the Two-State Solution, as provided for in the resolutions of international legality and the Security Council, is the only possible way to establish just peace. and global and ensure security and dignity for all the peoples of the region.
It is also the result of the methodical multiplication of Israeli extremist practices, unilateral initiatives and recurring acts of provocation in Al-Quds. These actions can only compromise efforts at appeasement and undermine international initiatives aimed at putting an end to tensions and escaping the vicious circle of violence.
Excellencies, Ladies and Gentlemen,
Israeli military reprisals in the Gaza Strip have highlighted flagrant violations of the provisions of international law and international humanitarian law.
Therefore, We reaffirm on this occasion, Our rejection and Our condemnation of all the abuses committed, of the policy of collective punishment, of forced displacement and of any attempt aimed at imposing a new fait accompli. In this regard, We reiterate that the Gaza Strip is an integral part of the Palestinian territories and the unified State of Palestine.
Furthermore, We insist on the need for the Palestinian brothers in the Gaza Strip to benefit from relief which must reach them in sufficient quantities and without hindrance, in a safe and lasting manner.
To this end, guided by the principle of solidarity which underlies our foreign policy, we have proceeded to send emergency humanitarian aid for the benefit of the population in the Gaza Strip: it constitutes a contribution from the Kingdom of Morocco to the relief and assistance efforts provided by the international community. This aid was transported via the Rafah crossing point to the affected people, while large quantities of food and medical equipment were distributed in the City of Al-Quds Acharif.
Excellencies, Ladies and Gentlemen,
Despite this grim situation and the lack of prospects for a settlement of the conflict in the Middle East, we remain hopeful that members of the international community will pool their efforts to relaunch the peace process.
In fact, today as always, our vision is that peace is a strategic option for all people in the region. It is the only path that can ensure their security and stability and protect them against the spiral of violence and torment of war.
The key to this peace, which we are calling for, lies in the Two-State Solution: a realistic outcome agreed by the international community and the realization of which absolutely requires the process of negotiations.
This is an opportunity for Us to reiterate Morocco’s unwavering position in favor of the just Palestinian Cause and to reaffirm Our support for the legitimate rights of the brotherly Palestinian people, linked to the establishment of its independent State having Eastern Al-Quds as its capital city.
In Our capacity as President of the Al-Quds Committee which reports to the Organization of Islamic Cooperation, We once again emphasize the need to preserve the unique character of the City of Al-Quds and not to alter its legal status, civilizational, historical and demographic, because it constitutes a spiritual center of coexistence and understanding between the followers of the three monotheistic religions.
In conclusion, We salute the sincere efforts you are making to ensure that the just Palestinian Cause triumphs.
May God guide your steps and grant you every success in your business.
Wassalamou alaykoum warahmatou Allah wabarakatouh”.
