The First President of the Rabat Court of Appeal, Al-Mustafa Laghzal, announced on Wednesday in Rabat that the number of cases adjudicated in the judicial district of Rabat during the year 2025 reached 491,957 cases.

Laghzal added, on the occasion of the opening of the new judicial year 2026 in the judicial district of the Court of Appeal in Rabat, that the number of registered cases during the year 2025 reached 481,175 cases, with a percentage of adjudicated cases of 102.36 percent, highlighting that the number of cases carried over from the year 2024 reached 78,003 cases.

He also pointed out that the total number of ongoing cases for the year 2025 reached 558,946 cases, while the adjudicated rate of ongoing cases reached 88.12 percent.

In this regard, Laghzal highlighted the importance of unifying judicial work at the level of the judicial district of Rabat, explaining that "care was taken to enshrine what has been established by the Court of Cassation in many jurisprudence and decisions, as well as adhering to the legal points raised in its decisions after cassation and referral and working to adopt them by all chambers."

In this context, he reviewed a number of decisions issued in some cases in the interpretation of a number of legal texts and the unification of judicial work within the court, especially with regard to urgent cases, the deadlines for appealing in the judgments issued in family cases, real estate cases, and social cases.

Laghzal concluded that the Rabat Court of Appeal will continue to implement the directions and axes outlined in the strategic plan of the Supreme Council of the Judicial Authority (2021-2026), foremost among them the elimination of chronic cases, and the preparation of files within reasonable deadlines and pronouncing them.

For his part, the Attorney General at the Rabat Court of Appeal, Abdelaziz Raji, emphasized that the opening of the judicial year takes place in a context characterized by legislative and legal momentum, which culminated in the entry into force of the alternative Penal Code and the Criminal Procedure Code.

He pointed out that the implementation of these legislative developments remains dependent on good application and the actual and serious involvement of the various stakeholders in the justice system, including judges, lawyers, and judicial assistants, with what that requires of continuous training and exchange of best practices.

On another level, Raji considered that "pre-trial detention is among the topics that still attract a wide legal and human rights debate, and its rationalization is a priority for this Public Prosecution," noting that the entry into force of the new Criminal Procedure Code formed an important entry point for the automatic decrease in the rate of pre-trial detention in view of the new definition of the pre-trial detainee contained in Article 618 of the aforementioned law.

In this regard, he pointed out that the total number of pre-trial detainees in the judicial district of the primary courts during the year 2025 reached a total of 8,323 people, noting that the rate of pre-trial detention at the level of the judicial district does not exceed 11.07 percent of the total number of persons presented as suspects for the primary courts, while this rate has stabilized at the level of the Court of Appeal at 5.09 percent.

Raji did not fail to address the most important goals, within the framework of anticipating the future prospects for the better management of the Public Prosecution's work in this appeals district, and this concerns improving the image of the Public Prosecution facility and improving the services provided to litigants, by continuing to lay the foundations of a citizen's Public Prosecution and unifying judicial practices at the level of the appeals district to ensure the optimal management of public prosecution.

These goals also include developing the information system and digitizing judicial procedures by continuing to develop applications and software within the framework of accompanying the digital court project, and raising the quality of criminal investigations by continuing to hold periodic meetings with the judicial police.

During the official session for the announcement of the opening of the new judicial year 2026, which was held in the presence of, in particular, the Attorney General at the Court of Cassation, the President of the Public Prosecution, Hisham Billaoui, the President of the Constitutional Court, Mohamed Amine Benabdellah, and the Wali of the Rabat-Salé-Kenitra region, the Governor of the Rabat Prefecture, Mohamed Yaqoubi, as well as judicial, security, and governmental officials, royal medals were awarded by King Mohammed VI to a number of judges.
