HIBAPRESS – Casablanca
An official letter issued by the Mayor of Casablanca, Nabila Ar-Rmili, sparked a wide debate about the continued practice of some employees, who have been retired, in carrying out their duties within the services of a number of districts.
The letter, which was addressed to the district officials, explicitly called for an immediate end to these practices, after observing cases in which administrative tasks were carried out by individuals who had lost their functional status, in clear violation of the laws regulating the public service. The city mayor confirmed that keeping retirees within the administrative machinery poses real legal problems, especially with regard to the legality of the decisions issued by them, and the responsibility for managing administrative files, which may reflect negatively on the normal functioning of the public utility. She also stressed that the administrative relationship between the employee and the administration ends immediately after retirement, with the exception of specific cases and framed by legal texts, which makes any continuation outside this framework illegal and requires intervention. This step falls within a trend that aims to restore discipline to the collective interests, and to strengthen the principles of good governance and accountability, especially in light of the increasing demands to open the field to new competencies to access the public service. Informed sources considered that this initiative carries clear messages about the need to cut off manifestations of administrative laxity, with the expectation of tightening control mechanisms during the next stage to ensure the strict application of the law within the various districts.
