HIBAPRESS
Yasser Mounir, a member of the Ain Sebaa district council in Casablanca, sent an official complaint to the head of the district council, demanding the opening of an urgent administrative and technical investigation into the repair and rehabilitation works of the "Youth Park" and the accompanying works, after recording what he described as "serious irregularities" that were observed in the field.
The council member explained in his letter that the project is experiencing several violations related to the quality of the works and respect for contractual obligations, pointing out the failure to complete the works within the specified deadlines, in addition to the presence of clear defects in the sidewalks and cement edges that have been broken and poorly installed. The complaint also recorded, according to its content, the haphazardly leaving of construction waste inside the park's surroundings, in addition to planting trees that he considered "unsuitable for the nature of the project," with the absence of natural grass and the use of soil described as poor quality, which may affect the sustainability of the green space and its environmental and aesthetic function. The letter also addressed what it considered "legitimate questions" about the status of the park's water well and the extent of its maintenance and connection to the irrigation network, as well as talking about the haphazard digging of the street for the purpose of passing wires or pipes, without the apparent permission from the competent authorities. In the same context, the council member raised the issue of installing lighting poles in a way he described as "haphazard," questioning the extent of coordination with the company authorized to manage the electricity sector, as well as determining responsibilities in the event of breakdowns or accidents related to this equipment. As for the repair work on the sidewalks, the complaint confirmed that the company in charge left the workshop before completing the works, with the recording of unfinished and deteriorated parts, in addition to "random repairs" and the damage of parts that were in good condition, which the complainant considered a waste of public money. The district council member demanded the opening of a comprehensive investigation, and the dispatch of a specialized technical committee to conduct a detailed field experience, while stopping the disbursement of any remaining financial dues until the works are confirmed to match the specifications, in addition to obliging the concerned companies to re-implement the defective works at their own expense. He also called for activating the principle of linking responsibility with accountability, and taking the necessary legal measures and contractual penalties in the event of any breach or violations related to the project.
