HIBAPRESS – W.A.M
The Minister of Youth, Culture, and Communication, Mohamed Mehdi Bensaid, confirmed on Tuesday in the House of Councilors that the national conference on camping, which was held in November 2025, established a new phase in the management of camping in Morocco, based on the transition from seasonal management to a sustainable public policy approach in the field of educational camping.
The Minister highlighted, during his response to two oral questions about "the reality of camping," that the conference also constituted an important institutional and consultative stop to reread the reality of camping in Morocco, and to anticipate a new model for educational camps, based on quality, safety, spatial equity, and pedagogical renewal. Mr. Bensaid explained that the outcomes of this conference were handled with a practical methodology, based on classifying the recommendations according to their nature and the degree of their feasibility, noting that 90 recommendations were identified, distributed across major axes, including legislation and laws, infrastructure, training and framing, partnership and governance. At the governance level, the Minister pointed out that the governance of the national camping program has been strengthened by continuing to work with the procedures and procedures guide, scrutinizing the conditions for candidacy and benefiting, and dedicating the role of central and regional advisory committees in studying the files of associations and distributing quotas, and linking benefit to the quality of pedagogical projects and the actual ability to frame. Regarding infrastructure and camping centers, Mr. Bensaid said that the conference confirmed that the development of camping necessarily passes through the rehabilitation of reception spaces, noting in this context that work is being done to implement the recommendations of this axis by diagnosing the situation of the centers, prioritizing, and distinguishing between centers that can be rehabilitated, and centers that need to be rebuilt or comprehensively rehabilitated. On the other hand, the government official noted that the ministry is working on reviewing and developing the contents of training courses, and adopting modules more appropriate to the needs of modern framing, especially in the fields of safety, protection, inclusive education, management of special groups, educational activation, citizenship, environment, and life skills. As for the recommendations that are of a legislative or political nature, such as updating some of the regulating texts, or strengthening the legal framework for partnership, or thinking about new institutional forms for managing camping, the minister explained that they are recommendations that require wider coordination with the relevant sectors and institutions, highlighting that they will be worked on within a consultative and gradual approach that takes into account the specializations, possibilities, and legal procedures in force.
