HIBAPRESS – Rabat
The Progress and Socialism Party has dedicated a significant portion of its electoral program to reforming the education, training, and higher education system, calling for the restoration of public schools and universities as pillars of equal opportunity and social mobility.
The party proposes equipping an additional 30,000 educational institutions, prioritizing rural and marginalized areas, while reducing school dropout rates and accelerating the pace of illiteracy eradication.
The program places the teacher at the heart of the educational system, advocating for the improvement of their financial situation and the adoption of a performance-based incentive system within a social pact, in parallel with updating curricula and improving Morocco's results in international assessments.
The party also proposes directing 15 percent of secondary school students towards qualifying vocational training tracks and adopting territorial governance for the vocational education and training system.
In the field of higher education, the program aims to include at least one Moroccan public university among the top 500 globally, according to well-known international rankings.
It also calls for raising the national budget allocated to research and development to 1.5 percent of the Gross Domestic Product, with the aim of achieving one thousand university patents annually.
The vision also includes establishing a tax credit mechanism for industrial and technological companies that invest in research and development, in addition to allocating between 5 and 10 percent of public contracts to innovative startups.
Through these proposals, the party aims to make education and scientific research drivers of social progress and economic transformation, and to link universities more closely to the needs of the national economy.
