HIBAPRESS – Tangier

The successive increases in the cost of implementing court rulings against the commune of Tangier have raised concerns among a number of elected officials, after the financial envelope allocated for this item within the 2026 budget reached about 150 million dirhams.

This coincides with the continuation of a number of disputes before the administrative judiciary, particularly those related to expropriation, material encroachment on private properties, and the execution of projects on land without completing legal procedures.

Available data indicates that the appropriations allocated for the implementation of court rulings have gradually increased from about 80 million dirhams in 2024, to 120 million dirhams in 2025, and then to 150 million dirhams during the current year, an increase of approximately 87.5 percent over three years.

Informed sources suggest that this cost will continue to rise, which could make it one of the strong files to be addressed when preparing the 2027 budget.

A significant portion of these amounts is linked to court rulings in favor of owners and companies, after their properties were used for the construction of roads, facilities, and public projects without completing expropriation procedures or paying due compensation.

Among the high-cost files are rulings in favor of the company "Freinden" for more than 39.2 million dirhams in one case, and over 20.1 million dirhams in another, in addition to about 26.55 million dirhams in favor of the heirs of Ahmed Al-Hardouz, and 20.59 million dirhams in favor of the company "Idamob".

The rulings also include other amounts in favor of the company "Horizon Abita" amounting to nearly 10.6 million dirhams, along with about 9.13 million dirhams in favor of the heirs of Mohamed bin Mohamed Al-Haway Al-Rachfi.

These files present the commune of Tangier with the challenge of managing the appropriations allocated for the implementation of rulings, in light of the continuation of judicial disputes and the simultaneous need to preserve resources allocated for investment, services, and public facilities.
