The Beni Bouayach Municipal Council held its ordinary October session today, Friday, October 2, 2026, in the council hall at the municipality's headquarters, in accordance with the provisions of Article 33 of Organic Law No. 113.14 relating to municipalities. The session was attended by council members, local authority representatives, the director of municipal services, and a number of concerned employees.

The Mayor of Beni Bouayach Municipality, Said Akrouch, opened the session's proceedings by congratulating Karim Boutahiri, a council member, on his election as a parliamentary representative for Al Hoceima province in the recent legislative elections, wishing him success in his new role. He also congratulated Hassan Aqdad, an employee of the municipality, on the occasion of his Master's thesis defense in Public Law on the topic: "The Urban Planning Sector Between the Challenge of Local Development and the Constraints of Application: A Case Study of Beni Bouayach City."

Subsequently, the Council Secretary, Ashraf Ahli, read a summary of the previous session's proceedings, along with the informational report on the activities undertaken by the Mayor's office, in implementation of the provisions of Article 106 of Organic Law 113.14.

The Mayor also presented a report on the progress of development works in Beni Bouayach city before moving on to study and discuss the agenda items.

Approval of Revenue and Expenditure Components of the 2027 Budget Project

The first item, related to the study and vote on the 2027 budget project, formed a core focus during the session's proceedings.

After the reading of the report by the Budget, Financial Affairs, and Programming Committee, council members discussed the revenue component. The Mayor provided clarifications on the project's content before opening the floor for discussion among the members.

The voting process resulted in the approval of the revenue component by a majority of the votes of the attending members.

The council then moved on to study the expenditure component. Discussions involved an in-depth debate on the various expenditure items, followed by clarifications provided by the Mayor.

At the conclusion of the discussions, council members voted on the budget expenditures, item by item, within chapters 10, 20, 30, and 50. The expenditure component was approved by a majority of the votes of the attending members.

Postponement of Two Points Related to the Commercial Complex

The council then proceeded to the second item, concerning the updating of the specifications for two ice-producing facilities in the commercial complex. Faisal Shidi, head of the Public Utilities and Services Committee, presented a report on the matter.

After discussing this item, along with the third and fourth items related to updating the specifications for the parking lot for cars and motorcycles, and approving the minutes of the committee responsible for conducting the administrative expertise to determine the opening price for the public auction for the rental of the two facilities and the parking lot, the council members decided to postpone these points to a future session for further consultation and study, by unanimous consent of those present.

Resurfacing of a Street in Bougerman Neighborhood

Regarding the fifth item, it was included at the request of a resident of the Bougerman neighborhood, who petitioned for the resurfacing of Street No. 114, with a width of ten meters, to alleviate damage to his property.

After studying and discussing the request, the council members determined that the resurfacing of the aforementioned street would not affect the rights of other property owners, and the council decided to approve the item unanimously.

Support for a Project to Enhance Women's Political Participation

The council concluded its agenda with the sixth item, related to the study and vote on contributing to the project "Women's Political Participation: From Legal Awareness to Elected Leadership in Al Hoceima Province." This is in the framework of the partnership agreement signed between the province of Al Hoceima and the Future Association for Artisans in Beni Bouayach.

The project aims to enhance female representation and encourage women's effective and positive presence in managing the affairs of municipal councils.

After discussing the content of this item, the council approved it by a majority of the votes of the attending members.

At the conclusion of the session's proceedings, a telegram of loyalty and devotion to King Mohammed VI was read.
