HIBAPRESS – Rabat
King Mohammed VI affirmed that the delays and imbalances that still hinder the implementation of decentralization and administrative deconcentration negatively affect economic and social development programs and impede responsiveness to the real concerns of citizens.
His Majesty said in his speech on the occasion of the opening of the first session of the first legislative year of the twelfth legislative term: We stress that no further delay or procrastination is acceptable in the full implementation of the deconcentration charter, with the transfer of powers, and the necessary human and financial resources, from the center to the provinces and regions.
His Majesty added that obstacles that still hinder the work of regional institutions must also be put to an end, especially through a clearer definition of competencies and an increase in their human and material resources.
He continued: It has become necessary to organize the relations between the state and the regions, and to establish mechanisms for coordination and contracting, to enable the regions to make decisions and implement projects.
