His Majesty King Mohammed VI, may God support him, chaired a ministerial council today, Saturday, at the Royal Palace in Rabat.

Here is a statement from the Royal Court..

"His Majesty King Mohammed VI, may God support him, chaired a ministerial council on Saturday, October 17, 2026, corresponding to 05 Jumada al-Awwal 1448 AH, at the Royal Palace in Rabat. The council was dedicated to discussing and approving the general orientations of the draft finance law for the year 2027.

At the beginning of the council's proceedings, and in accordance with the provisions of Article 49 of the Constitution, the Minister of Economy, Finance, and Public Administration presented a report to His Majesty the King on the broad outlines of the draft finance law for 2027.

The Minister highlighted that this draft comes in a turbulent global context marked by increasing geopolitical conflicts, expanding protectionist trends, and intensifying competition for energy, technology, and finance.

In the face of these transformations, our country, under the enlightened leadership of His Majesty the King, may God protect him, continues to consolidate its resilience and boost its economic dynamism. The national economy is expected to achieve growth of around 4.7% by the end of this year, while keeping inflation contained at around 0.7%, with a projected reduction in the budget deficit to 3% of GDP.

The draft finance law for the fiscal year 2027 focuses on the following five priorities:

– First: Restoring purchasing power and consolidating the foundations of a sustainable social state. Starting from 2027, a structural reform of markets and prices will be implemented, along with a set of measures aimed at supporting citizens' purchasing power, continuing the generalization of health coverage and ensuring the sustainability of its systems, increasing direct social aid, and doubling efforts to upgrade the public health and education systems and enhance access to decent housing through the implementation of the direct housing support program.

– Second: Integrating youth into education, training, and decent employment. The government will launch an integrated national youth program for 2027-2031, based on directing them towards a range of programs related to training, professional support, and facilitating access to financing, guarantees, and markets.

– Third: Accelerating the implementation of advanced regionalization and the new generation of integrated territorial development programs. This is in line with the high royal directives related to redefining regional competencies with clarity and efficiency, and strengthening coordination and contracting mechanisms between the state and the regions, alongside the full implementation of the administrative decentralization charter.

– Fourth: Strengthening strategic sovereignty in water, energy, food, and digital domains. This will ensure strategic water security, accelerate the renewable energy development program, continue the implementation of Morocco's green hydrogen offering, and the gradual rollout of the gas infrastructure roadmap, in parallel with taking a set of measures to ensure food security and enhance national digital sovereignty.

– Fifth: Building a strong economy capable of financing social and sovereign ambition, while accelerating institutional reforms and ensuring the stability of macroeconomic and financial balances. This is to provide the necessary financing to accelerate the momentum of major development projects and sectoral strategies in various fields, while working to develop new sovereign industrial systems.

The draft finance law for 2027 pays special attention to strengthening private investment by consolidating the support mechanisms stipulated in the Investment Charter and continuing the reform of regional investment centers, with a focus on supporting micro, small, and medium-sized enterprises.

The draft finance law for 2027 gives particular importance to the concerns of youth, which represent the most pressing issues of the current phase. This requires a shift from fragmented sectoral programs that have proven limited, to an integrated national policy for monitoring the youth's path from education and training to employment and housing, ensuring their economic and social stability.

In implementation of the high royal directives, efforts will be made to accelerate the implementation of the new generation of integrated territorial development programs by allocating financial credits estimated at 25 billion dirhams.
