HIBAPRESS-RABAT-HCP
Institutional framework
In accordance with the High Instructions of His Majesty King Mohammed VI, responsibility for the RGPH 2014 is shared between the High Commission for Planning and the Ministry of the Interior.
Thus, the Ministry of the Interior is responsible for supervising the progress of the operation and the mobilization of resources, while the High Commission for Planning assumes technical responsibility for this operation.
The recommended organization is based on the establishment of a monitoring committee, an interministerial commission and prefectural or provincial commissions to support this operation in its preparation and implementation phases.
Monitoring Committee
This committee is composed of the Secretaries General, Ministers and Central Directors of the Ministry of the Interior and the High Commission for Planning. Its mission is to supervise the smooth running of the census, to coordinate and support actions undertaken at the levels of the prefectures and provinces.
Interministerial Commission
The interministerial commission made up of the Secretaries General of all the Ministries has the following mission:
– to give an opinion on the methodological file prepared by the High Commission for Planning, and to propose any possible modifications;
– to define and coordinate the modalities of participation of each ministerial department in the implementation of the RGPH.
Prefectural and provincial commissions
The prefectural and provincial commissions are set up by the Ministry of the Interior. These commissions are composed of the external services of the administrations and the Presidents of the elected councils.
Their objectives are to coordinate actions at the prefectural or provincial level and to mobilize the resources to be implemented for the smooth running of the operation.
On the operational level, prefectural or provincial technical monitoring committees are established alongside the aforementioned commissions. They are composed of:
Regional Director of the High Commission for Planning or his designated collaborator at the prefecture or province level;
A senior official of the prefecture, province or district prefecture (Secretary General, Head of the DAG, Head of the Cabinet, Head of the DES or any other official chosen according to their profile).
Any other person from the Ministry of the Interior whose contribution is deemed necessary.
These technical monitoring committees will rely, whenever necessary, on local branches which will be set up at the level of Pachaliks, Circles, Districts, Caïdats and administrative annexes.
