HIBAPRESS-RABAT-UNDRR
The Deputy Head of the UNDRR Regional Office for Arab States, Mr. Fadi Jannan, presented the progress made in the implementation of the Rabat Declaration and the Priority Action Plan 2021-2024, as reported before the meeting by 13 Arab countries (out of 22), using the reporting form developed by UNDRR. According to the report, the average rate of implementation of the Declaration by Arab countries varies between 5% and 65%, or an average of 35.5%, while the percentage of implementation by Arab countries of each of the seventeen points of the Rabat Declaration varies from 17.5% to 50%, or an average of 33.75%.
Regarding the implementation rate of the points of the 2021-2024 priority action plan, included in each of the four priorities of the Sendai framework, the percentage of implementation varies, according to the reports, as follows:
Priority 1 (understanding disaster risks) Between 16% and 41.50% or an average of 29.50%.

The average rate of implementation of the 2021-2024 Priority Action Plan for each country presented a
ratio varies between 5% and 64%, or an average of 34.50%. Mr. Jannan thus concluded that the rate
implementation at the regional level of both the Rabat Declaration and the Action Plan
priority 2021-2024, was still below average with only one year left for their
implementation.
Finally, Mr. Jannan presented the progress made in achieving the objectives of the Framework.
of Sendai, according to the Arab countries’ reports on the Sendai Framework monitoring system, which indicate that the number of Arab countries reporting on targets (A), (B) and (D) is the highest in the last five years. In contrast, the number of countries reporting on the last five targets, including targets (G) and (F), is much lower.
Finally, he stressed the need for greater efforts to report on the monitoring system to reflect real progress, especially in international reports that show low results in the Arab region compared to other regions.
