Misbah Ahmed – Heba Press
The public authorities have released the financial allocations they had allocated for the completion of the road network in rural areas, in the territory of the Labkhati community, under the influence of the Safi region, included in the process of annexing wastelands, the procedures and works of which began in 2008. It was decided to disburse these funds, in parallel with the pace of completion and progress of the works. The works are taking place in three phases: The first phase covers the completion of 17.5 kilometers for the remainder of the current year (2024). While the second and third lots cover the remaining 50 linear kilometers of roads (32.5 kilometers), the completion of which is planned for the next two years (2025 and 2026).
This, as well as the launch of the program to complete the network of tracts, follows a press investigation published by “Heba Press” in the columns of its website, on the territorial community “Labhati”, which has become a “black spot”, and has floundered in the swamp of exclusion and marginalization, in the absence of conditions and components of development, at the forefront of which are road infrastructures… after its share of the “National Initiative for Human Development” was only “crumbs”.
This fallow land annexation project, which covers 6,500 hectares in the territory of the Labkhati community, has allocated 50 linear kilometers for the completion of the road network, through the deduction of legal percentages from the watersheds, in accordance with and in application of the requirements of “Honorable Decree No.: 1.62.105, regarding the annexation of certain agricultural lands to each other.” This vast project, which is not yet known for its approval, by the “local committee in charge of the process of annexing the fallow lands of the Labkhati community”, by 2023, present it to the central authorities … and take a ministerial decree that will be published in the Official Gazette, only 15 years after the launch of its procedures and works, after having aroused a wide controversy. The approval was conditional and limited to the commitment to carry out the programmed road routes, which would break the isolation of the rural world, in accordance with the guidelines and directives of the High Royal, and in the implementation of public policies and strategies. These routes, expected by observers and those interested in public affairs, will be in accordance with what has been delimited, documented and stipulated in official acts and reports, as well as in the campaign register, specific conditions, standards and specifications.
Furthermore, within the framework of the studies related to road layouts, which will be carried out by the relevant and competent authorities of the Province of Safi, in particular the Regional Directorate of the Ministry of Agriculture, represented by the “Directorate for the Implementation of Agricultural Production Sectors”. Projects” (DPA / SMOPFA), the committee formed for this purpose has had results. On the ground, the lands of the Labakhati community were concerned; During which, according to a collective advisor, it was agreed that specific roundabouts would benefit from the process of completing the roads, in its first phase, such as the “Sakakma” roundabout and the “Awlad Moussa” roundabout. translated into reality on the ground was disappointing for hopes and expectations; These circles were left until 2025 or 2026. Other circles were replaced, planned for the next two stages. This created discontent among farmers and residents of the area, especially since the annexation process was “approved” more than a year ago and there was no longer on the table of the “local committee in charge of the land annexation process of the Labakhati community”, any dispute or complaint from the aforementioned departments (“Al-Sakakah” roundabout and “Awlad Musa” roundabout..).
Regarding the process of completing the roads and the process of annexing the wastelands, which concerned 6,500 hectares of the territory of the Labkhati community, an official source indicated that the relevant and competent authorities, including the Regional Directorate of Agriculture of Safi, will soon announce “the agreement to complete the burning process”, concerning the agricultural lands included in the annexation process; The process of opening the bids will take place according to the specified conditions and standards, within a period that will be at the latest the end of the current year (December 31, 2024).
The website “Heba Press” will work, from its site, to follow the pace of public affairs management, and within the framework of monitoring the process of completing the roads and “burning”, on the territory of the Labakhati community, and the degree of compliance in the execution of their work with the specified conditions, standards and specifications, and to enlighten public opinion, especially in the absence of an official report, which is supposed and supposed to be issued by the competent authorities, (it will) prepare media materials and press investigations, with the help of officials, people involved and “those who have experience and expertise”, and on the basis of their testimonies and opinions, in relation to these two operations, which are not, moreover. know the value of the financial allocations allocated to them. Similarly, the budget allocated for the implementation of the annexation process project, which concerned the “Labhati” community, amounts to 6,500 hectares, as well as the specifications of this vast project, which was denied access to its content and provisions, without realistic and legal justifications, even to the members of the “local committee in charge of the process of annexing the lands of the Labkhati community” (about 20 members), headed by its president, the former commander of the Labkhati directorate and a representative of the local territorial authority.
On the other hand, and in parallel with what has been raised, what about the creation of facilities and development projects of public utility… for which a real estate pool was allocated, which was deducted from the legal percentages of the collected lands, as a result of the annexation process, which included 6,500 hectares in the territory of the Labkhati community, and according to the royal decree The Sharif Marji, the organizer of this operation..?! This is what the newspaper will try to answer in a clear and concrete manner, and from there to examine it, through future press investigations, during which it will refer, in accordance with the requirements of Chapters 27 and 28 of the Constitution of the Kingdom, to those involved, officials and members of the “local committee in charge of the process of annexing the wasteland of the Labakhati community”, to obtain their testimonies, sketches and opinions.
Furthermore, the newspaper had published, on the occasion, a press investigation entitled: “The process of annexing fallow land in the community of Lebkhati… a heavy and boring burden inherited from a worker from Safi!
