Today offers an in-depth analysis of open government reforms in Morocco, in light of the OECD Recommendation on Open Government. Nearly six years after Morocco joined the Recommendation and the Open Government Partnership, this review takes note of the progress made since then in the development and implementation of a reform program for open government.

Drawing on the theory of change, we are interested in the frameworks which form an environment conducive to open government in Morocco, in the processes at work for this openness, in civic space as a prerequisite for reforms, transparency and access to information and concrete participation of citizens and stakeholders.

Morocco must therefore count on a roadmap that can guide it in the development and implementation of a possible national strategy for open government aimed at supporting the integration and coherence of reforms for open government. and gradually move closer to an open State.
