HIBAPRESS
The Minister of Health and Social Protection sent official instructions to the director of the Tangier-Tetouan-Al Hoceima Territorial Health Group, and to the directors of university hospitals and regional health directors, warning them against the continued transfer of patients between health institutions without adhering to the applicable legal and regulatory procedures.
The Minister of Health, Amine Al-Tehraoui, confirmed in the correspondence that some hospitals still transfer patients without referring to the Emergency Medical Assistance Service (SAMU) or prior coordination with the receiving institution, noting that these practices not only constitute a violation of the laws but also put the safety of patients at risk and expose the concerned officials and professionals to legal accountability. The minister stressed the need for all patient transfer operations to go through official medical channels to ensure they are directed to the institution capable of providing the necessary care. The ministry also emphasized the importance of using equipped health transport vehicles, accompanied by qualified medical staff, to maintain the patient's safety during the journey. The correspondence also stipulated that any decision to transfer a patient must be supported by a medical report issued by the treating physician in the original institution, with full documentation of the clinical reasons that necessitate the transfer. The ministry added that each health institution must appoint a doctor responsible for studying and reviewing transfer requests to ensure the organization of the process and enhance its safety. The instructions included emphasizing that the patient's condition before the transfer must be appropriate, including stabilizing their health, preparing monitoring devices, providing the necessary treatment, and preparing the necessary equipment. The ministry emphasized the importance of accompanying patients by qualified medical personnel, especially in critical cases that require continuous monitoring. The minister concluded his correspondence by emphasizing the need to immediately disseminate these instructions to all medical and administrative staff and take all measures to ensure compliance, stressing that the safety of patients is directly linked to the accurate and disciplined application of these directives.
