The reform of the educational structure of medical training and the government’s commitment to increasing internship allowances

The government revealed the latest news concerning the file of students of faculties of medicine and pharmacy in Morocco.

Government spokesperson Mustapha Baitas presented the measures taken following a ministerial meeting between the Minister of Health and Social Protection, the Minister of Higher Education, Scientific Research and Innovation, and the Minister Delegate to the Head of Government, responsible for relations with Parliament and government spokesperson, as well as the deans of the faculties of medicine and pharmacy and student representatives.

Mustapha Baitas announced the activation of the new structure of the medical training system from the next academic year (2024-2025), which will concern the new promotion of students joining the faculties of medicine and pharmacy from September 2024 , by adopting national educational specifications for the doctor of medicine diploma. This training will last six years to obtain the diploma of doctor of medicine, while preserving the academic and legal value of the diploma.

The new training system will include modules for students to acquire skills in digitalization, artificial intelligence, telemedicine, family medicine, simulation, as well as personal and language skills. It will be based on innovative teaching methods, including distance learning in addition to face-to-face teaching.

For students currently enrolled in the faculties of medicine and pharmacy (years one to five), they will remain subject to the current educational structure. Sixth year students will benefit from clinical internships in hospital services accredited for training and supervision by regional committees. These internships will last from a minimum of three months to a maximum of one year, with compensation similar to that of sixth-year students, and each internship period will be certified.

Baitas also mentioned the integration of two family medicine modules in the sixth year, leading to training certification, as well as the adoption of a reference framework for simulation learning for all faculties of medicine and pharmacy . The government will continue to equip faculties with the necessary equipment and develop digital content and simulations accessible to all faculties at the national level.

Regarding compensation for external students in medicine, pharmacy and dental surgery, Baitas affirmed that, in response to the requests expressed, the Ministry of Health is committed to increasing the compensation for compulsory hospital internship for third, fourth, fifth and sixth grade.

The spokesperson also announced the increase in the number of theses that can be supervised simultaneously by each professor, to keep up with the growing number of students. Students will have up to three months to register and defend their thesis, without limitation on the number of cases studied in the analytical part. A digital platform for the management of thesis subjects will be implemented in all faculties of medicine and pharmacy from the 2024/2025 academic year.

Finally, Baitas revealed the creation of national expert committees for each medical and pharmaceutical specialty, which are already working on recommendations to reform the third cycle, including access conditions, training content and evaluation methods. . The specialty diploma training system will be reformed from January 2025, with the unification of the statuses of residents, the reduction of the duration of engagement from 8 to 3 years for the class of 2025 and following, and a monthly salary for residents corresponding to the reference index 509, as well as other compensation provided for by the public health service law.
