HIBAPRESS – Yassine Damiri
The draft finance law for the year 2026 places the social sectors at the heart of its priorities, continuing the implementation of the royal project to build the social state, and translating the government's commitment to making the citizen the focus of public policies.
The project confirms that achieving comprehensive development cannot be done without real investment in people, by strengthening spending on education, health, and social protection, considering them pillars of societal justice and stability.
The draft finance law gave special attention to the education sector, considering it the key to development and a tool to reduce social and spatial disparities.
Significant financial allocations have been made to generalize primary education and improve the quality of learning at various levels, in addition to supporting teacher training and the rehabilitation of educational institutions, especially in rural and mountainous areas.
The project also includes measures to combat school dropout and enhance social support for students, by expanding school transport and food programs, and providing additional grants for outstanding students from vulnerable groups.
Through these investments, Morocco is betting on building a generation capable of contributing to the national economy and achieving the desired digital and cognitive transformation.
As for the health sector, the draft finance law has continued to implement the major project to generalize health coverage to all citizens, with a focus on improving the quality of services and expanding the health offer.
The project includes additional funding for the construction and equipping of regional and local hospitals, and providing medical and paramedical human resources, in addition to motivating health professionals to work in remote areas.
The year 2026 is also expected to witness the launch of a new generation of basic health care programs, focusing on prevention and primary care, and on supporting motherhood and childhood, in harmony with the royal vision to reform the national health system.
Generalizing social protection constitutes one of the largest social transformations in the modern history of Morocco, and the draft finance law 2026 comes to accelerate this ambitious project.
The project is moving towards completing the generalization of pensions and family allowances for non-covered families, while strengthening the financing mechanisms of the Unified Social Protection Fund, ensuring its sustainability and financial stability.
The government also continues to reform the direct support system directed to needy families, through more accurate and transparent targeting, and expanding the beneficiary base according to objective criteria based on the Unified Social Registry.
The project is not limited to raising allocated budgets, but rather adopts an integrated approach based on coordination between the various ministerial sectors to achieve the desired social impact.
It relies on achieving a balance between social spending and financial efficiency, through tracking performance indicators and measuring the impact of programs on the daily lives of citizens.
The draft finance law for the year 2026 confirms that building the social state is not just a slogan, but a strategic option aimed at enabling the citizen to have the elements of a decent life.
By directing the largest part of the spending towards education, health, and social protection, Morocco continues to consolidate a development model based on the human being, and on the values of solidarity, equality, and sustainability.
