Parliamentary deputies, from both the majority and the opposition, defended the immunity of MP Ahmed Touizi, the head of the Authenticity and Modernity Party group, after the Public Prosecution in Rabat opened an investigation into his provocative statements about "paper flour," considering that the matter falls within the scope of freedom of opinion guaranteed by the constitution for parliamentarians.
During the oral question session on Monday, November 3, 2025, Abdullah Bouanou from the Justice and Development Party, Said Baaziz from the Socialist Group, and Allal El Omraoui from the Istiqlal Group, all stressed the need to respect the principle of separation of powers and cooperation, and to protect the right of deputies to express themselves within the legislative institution without restriction. The interveners confirmed that Touizi's statements came within the framework of exercising his duties within a parliamentary committee, and therefore must be dealt with in accordance with the provisions of Article 64 of the constitution and Article 30 of the internal regulations, which grant parliamentary immunity during the expression of opinion or voting. The Attorney General at the Court of Appeal in Rabat had opened a judicial investigation into Touizi's statements, in which he accused some flour companies of "grinding paper" and presenting it as subsidized flour, criticizing the absence of strict monitoring despite the government injecting 16 billion dirhams in wheat subsidies.
