HIBAPRESS – A. Mahyawi
The prefecture of Moulay Yacoub province hosted, on Friday, November 7, 2025, a broad consultative meeting chaired by the governor of the province, Mohamed Samir Al-Khamlichi, which was dedicated to developing the new generation of integrated territorial development programs, within the framework of a renewed national vision that aims to enhance spatial justice and achieve comprehensive and sustainable development.
This meeting comes in implementation of the high royal directives contained in the speeches of His Majesty King Mohammed VI on the occasion of the Throne Day and the official opening of the autumn session of Parliament, which stressed the need to bring about a qualitative shift in the management of territorial development and the transition from traditional models to a comprehensive and integrated development approach that puts the citizen at the heart of public policies. The meeting witnessed a large attendance of representatives of external interests, elected officials, civil society figures, and economic actors, where a comprehensive presentation was given that included an accurate diagnosis of the province's needs, its natural and human qualifications, in addition to analyzing socio-economic indicators, and reviewing the most prominent development projects implemented during the last decade. In his speech on the occasion, the governor of the province affirmed that the launch of this new development dynamic embodies the royal will to achieve balanced development that aims to reduce spatial and social disparities, not only between the provinces but also within the territorial area itself, stressing that real development begins with the human being by improving living conditions, enhancing employment, improving the quality of education, and generalizing health services. He also highlighted that the new approach relies mainly on planning based on the specificities of the local area, with the participation of the population and local actors in the process of diagnosis, planning, implementation, and follow-up, stressing that the success of this strategic workshop remains dependent on collective mobilization and the actual involvement of all stakeholders. For their part, the participants gave interventions that focused on the most prominent development constraints witnessed by the province's communities, calling for strengthening local governance and accelerating priority projects, especially in the areas of employment, education, and health, and breaking isolation by strengthening road infrastructure, and expanding the supply of drinking water, in addition to adopting proactive policies that target the youth category and encourage self-initiative and the establishment of small enterprises. At the conclusion of the meeting, it was announced that subsequent thematic workshops would be organized to deepen the diagnosis and provide practical recommendations, which mainly include employment development, the qualification of the educational and health system, the sustainable management of water resources, and the integrated qualification of the territorial area.
