The Democratic Organization for Local Authorities has demanded the resolution of a number of outstanding files, foremost among them the comprehensive exceptional promotion, holders of certificates, in addition to the issuance of a procedural guide for organizing professional competence exams.
The trade union body, which falls under the umbrella of the Democratic Labor Organization, announced in a statement, a copy of which was received by the newspaper "HIBAPRESS", about its evaluation of the professional competence exams for the year 2025 in the Rabat community, stressing the importance of this professional entitlement as a basic stage in the career of administrative employees. The statement praised the efforts made by the Rabat community administration under the supervision of the mayor, and the continuous follow-up of the Director General of Services and members of the examination committee, noting that these efforts contributed to creating a general climate characterized by transparency and integrity, and enhanced equal opportunities among all candidates, and also highlighted the administration's commitment to the professional success of this entitlement. The organization also expressed its appreciation for the competencies that make up the examination committee, noting its diversity and richness in energies and its professionalism in performing tasks. The organization offered its congratulations to the employees who achieved success, considering it the fruit of their efforts and dedication, wishing success to those who were not fortunate enough in the upcoming stages. At the same time, it stressed the importance of investing the results of the exams in further reforms to enhance the functional path and the administrative and financial status of employees. The demands put forward by the organization included issuing a clear procedural guide to organize written and oral exams, addressing the promotion system by raising the quotas from 36 percent to 50 percent with the allocation of two additional grades in the scale for all categories, enabling all employees to have a comprehensive exceptional promotion, and a direct settlement of the status of certificate and diploma holders in the appropriate functional scales, and enabling employees holding the authorized certificates to move directly to the concerned functional framework or professional body. The organization affirmed that reform is not limited to the examination stage, but includes improving working conditions and upgrading performance and investing in human capital, stressing its readiness to work with the community administration to enhance its capabilities and raise the efficiency of its human resources, as a cornerstone for achieving local development and competition at the national and international levels, according to the "Rising Morocco" vision. The organization also called on the president of the Rabat community council to open a serious and periodic social dialogue to address outstanding issues, foremost of which are the files related to compensation and improving the administrative and financial situation. The statement concluded by emphasizing the organization's commitment to continue working for the dignity of the employee, professional justice, and establishing the foundations of sustainable administrative development that serves the public interest and promotes the professional path of each employee.
