HIBAPRESS – Abdellatif Baraka

The House of Representatives discussed today, Monday, December 1st, in a general legislative session, the draft laws framing the upcoming elections for the House of Representatives. During this session, MP Fadl Brass, on behalf of the Socialist Group "Federal Opposition", presented an intervention in which he called for a fundamental reform of the electoral system to ensure the integrity of the elections and enhance citizens' trust in political institutions.

The Socialist Group praised at the beginning of its intervention the royal directives contained in the Throne Day speech, calling for the adoption of the electoral system before the end of the year, and the participatory approach adopted by the Ministry of Interior in its consultations with political parties regarding the reform of the legal framework for elections. Brass stressed that the importance of the draft laws presented goes beyond organizing the upcoming elections, to touch the core of the process of consolidating democracy, political stability and development in our country. He emphasized that the Socialist Union, as a party historically associated with defending democracy, considers that any real reform must enhance competitiveness and integrity and encourage broad political participation, so that the results reflect the will of voters. In the axis of electoral districting, the Socialist Group considered that the current model lacks unified demographic or spatial criteria, which requires a comprehensive review to ensure representational equality. The party demanded the adoption of list voting in local districts, and others dedicated to women, with the allocation of a district for Moroccans around the world, in addition to the need to create one district in each prefecture or province or prefectural districts, to reduce representational imbalances that benefit the majority at the expense of the opposition. The group also called for strengthening the representation of women through restructuring the regional districts and establishing special districts for them within the region, with seats ranging between four and seven, according to standards that take into account population density and geographical area. Regarding the draft law on political parties, Brass stressed the need to strengthen the position of parties as a pillar of democratic construction, and a laboratory for producing political elites capable of responding to societal changes. He welcomed the provisions supporting the establishment of training and studies institutions within the parties, while emphasizing the need for deeper reforms that enhance the framing and mass roles of these organizations. The intervention concluded by emphasizing the growing role of parties in the field of parallel diplomacy, especially in defending national issues, foremost of which is territorial unity, and in explaining the constitutional and developmental choices of Morocco in international forums, in line with the royal high directives.
