The commune of Ain Harrouda has witnessed in recent weeks a state of widespread resentment among the population, due to what they described as the haphazard nature that characterizes the management of the ongoing rehabilitation project in the region.
After a long waiting period, the residents were optimistic about the start of the works that were supposed to restore the infrastructure, but their joy quickly turned into question marks, after clear imbalances appeared in the method of implementation and the lack of harmony between the various stages of the project. According to what civil and local actors have observed, some sections were completed in the first stage without respecting the technical standards, and it became clear after a short period that there were errors in the execution, which prompted the supervising authorities to re-excavate what had been previously repaired under the pretext of correcting the defects. This setback brought to the forefront the debate about chaotic management, especially with the repetition of the same technical problems and the lack of coordination between the interveners, which the residents considered a waste of time and money that deepens their daily suffering with congestion, chaos and disruption of traffic. In light of this situation, the residents resorted to requesting the urgent intervention of the Ministry of Interior and sending central investigation committees to inspect the course of the works and ascertain the truth of what is happening in the rehabilitation project. Civil society activists demanded that the necessary penalties be arranged against anyone proven to be involved in squandering public funds, mismanagement, or failure to respect the terms of reference, and they also called for adopting a transparent approach that guarantees quality and safety, and restoring confidence in local development projects from which citizens expect to improve their living conditions and not deepen their suffering.
