HIBAPRESS – Abdellatif Baraka
The Socialist Group in the Rabat city council decided to boycott the extraordinary session scheduled for December 3, 2025, in protest against the serious legal violations that marred the process of preparing the tax decision related to the fees due on unbuilt urban lands. The Socialist Group expressed its outright rejection of the attempt to impose tax fees on unprepared lands, in urban situations that do not meet the simplest legal requirements.
The group pointed out that there are many lands within the territorial jurisdiction of the city of Rabat on which fees are intended to be imposed on the basis that they are prepared lands, while they lack the simplest basic equipment such as the sewage network, paved roads, public lighting, and drinking water channels. The group explained that among these lands are the lands located on the Imran Plateau, which extends over about 1300 hectares, and which suffers from the almost complete absence of basic equipment. The Socialist Group condemned the imposition of these fees at the same prices applied to equipped urban areas, stressing that this contradicts the legal provisions that distinguish between unbuilt urban lands according to their status and the extent of their benefit from basic equipment. It also condemned the procedural imbalances that marred the preparation of this decision, such as failure to respect the legal deadline for summoning the competent committee, the absence of necessary documents, and the unbalanced direction of summonses among members of the council. In conclusion of its statement, the Socialist Group demanded the withdrawal of any tax decision that was taken in light of these violations, the immediate cessation of imposing fees on unprepared lands, with a re-examination of the file according to a sound and transparent legal procedure, and linking taxes to the level of equipment and actual services in these lands.
