HIBAPRESS – Rabat
Abdullah Bouanou, head of the parliamentary group of the Justice and Development Party, held the session chairman, Idriss Chatti, responsible for the escalation of verbal clashes between MP Abdelsamad Haiker and the Minister of Justice, Abdelatif Wehbi.
Bouanou said in a post on his Facebook page that "the heated debate and intense discussion are features of living parliaments," but he stressed the need to "adhere to the rules of mutual respect and resort to apologies in the event of any transgression." Bouanou added that Parliament has always been a space for expressing differences between parliamentarians, or between parliamentarians and ministers, and "this difference was an element of strength and vitality that attracts citizens and contributes to the development of political awareness and enriches the parliamentary experience." He continued that what happened in the oral question session on Monday, December 1, 2025, generally falls within this framework, were it not for some verbal transgressions by the Minister of Justice and some "buzz" from the session chairman." Bouanou considered that the session chairman, who is the Ittihadi Idriss Chatti, "caused, with his bad manner and his violation of the provisions of the internal regulations of the House of Representatives, to pour oil on the fire, as is always the case whenever he chairs a session of the council's sessions." Bouanou added that he intervened "at the moment of tension caused by the Minister of Justice inside the session, using expressions drawn from a reference that has nothing to do with the reference from which we start in the Justice and Development and with our approach to reform and political action, I intervened to defend the members of our group and put things back in order, according to the methodology adopted within the council." He continued that he confronted "the session chairman in a manner appropriate to such situations," noting the intervention of "the Speaker of the Council in support of the internal regulations and the right of our group members," adding that the Minister of Justice later apologized to Abdelsamad Haiker and to the group, and "acknowledged that emotion overwhelmed him and he did not control what he said." Bouanou stressed that "apology is required and important, although the psychological effect may continue, because we are, above all, human beings, but responsibility requires us to move beyond the moment of emotion to the moment of drawing lessons, and the lesson here is that the word is a responsibility, and the responsibility in it goes beyond the political status of its speaker, whether a minister or a parliamentarian." Bouanou stressed that "what happened is unacceptable in all references, and will not make us in the Justice and Development parliamentary group back down from our political discourse and from our initiatives in monitoring the government with all its ministers, and transferring the issues of the nation and citizens with all responsibility to the parliamentary circle of circulation, and we will face with all that we can from legal and advocacy means, the imbalances that we monitor, and we will let every vessel seep with what is in it."
