The branch of the Moroccan Association for Human Rights in Taza has denounced the imposition of fines on a number of cafe owners for broadcasting songs protected by artistic copyright, considering that issuing violations directly without warning or awareness contradicts the principle of gradual procedures and the communication approach that should be adopted.
The branch affirmed the need to respect intellectual property rights and regulate the broadcasting of artistic content inside cafes, but stressed that it would have been more appropriate to adopt warnings before resorting to fines, due to the social resentment that this measure may cause in a sector facing economic difficulties. It called for opening clear communication channels with professionals and providing written explanations about the legal obligations related to broadcasting artistic works, and adopting a gradual approach that enables professionals to understand their responsibilities before applying penalties. The branch concluded by affirming its solidarity with the affected and its readiness to follow up on any grievances, stressing that respect for the law and the protection of economic and cultural rights must be carried out within a balance between deterrence and awareness.
