On Tuesday in Rabat, three financing agreements with a total value of 450 million euros were signed between the Minister Delegate in charge of the Budget, Fouzi Lekjaa, and the Director of North Africa at the German Development Bank, Daniela Beckmann.

These agreements concern the financing of programs related to climate (100 million euros), social protection (150 million euros), and the mobility and logistics platform program in the Casablanca-Settat region "National Office of Railways" (200 million euros).

The climate policy support program (second phase) aims to support measures related to strengthening Morocco's resilience to climate change, as well as the transition towards a low-carbon economy.

Regarding the social protection program (second phase), the financial envelope will be allocated to support the Kingdom in strengthening the social protection program, especially with regard to the axes of direct social support and the promotion of employment, especially through active programs and their openness to the category of unemployed, out-of-school, and non-training youth (NEET).

The mobility and logistics platform program in the Casablanca-Settat region "National Office of Railways" seeks to enhance rail transport by modernizing stations and developing infrastructure and railway services in this region.

In a speech on the occasion, Lekjaa affirmed the strength of the bilateral partnership between Morocco and Germany, based on a common will to develop and strengthen these relations, pointing out that these new agreements raise the total financial contracts between the two countries to about seven billion euros, in addition to technical assistance amounting to 500 million euros.

The Minister highlighted the importance of these financings in keeping pace with Morocco's ambitions in the field of energy transition and combating climate change, recalling that the Kingdom officially presented its nationally determined contribution during the year 2025, which confirms its firm commitment in this regard.

For her part, Beckmann expressed the German Development Bank's pride in continuing to accompany Morocco in sustainable and integrated development projects.

She affirmed that it was committed, within the framework of cooperation between the two countries, to doubling the volume of financing for Morocco, indicating that more than 600 million euros had been allocated during this year.

The Director of North Africa at the German Development Bank praised the cooperation between the teams from both sides, stressing the importance of joint work in the fields of sustainable mobility and regional development.

For his part, the German Ambassador to Morocco, Robert Dögler, highlighted that these signings that took place today are the fruit of commitment between two governments and reflect a common vision to support sustainable, integrated, and resilient development.

He affirmed that, from Germany's point of view, the goal is to intensify cooperation and increase investments in the private sector, especially in the field of renewable energy.

Following the conclusion of the signing ceremony, officials reiterated the common will to continue strengthening the partnership and cooperation ties between the Kingdom of Morocco and the Federal Republic of Germany, within the framework of major development projects implemented, under the insightful leadership of His Majesty King Mohammed VI.

The Moroccan-German partnership, which has extended over several decades, has been strengthened through structured projects that fall within the strategic goals of Morocco in the field of economic takeoff and sustainable development.

This meeting was held in the presence of, in particular, the Minister of Equipment and Water Nizar Baraka, the Minister of Energy Transition and Sustainable Development Leila Benali, and the Minister of Economic Inclusion, Small Business, Employment and Skills Younes Sekkouri, along with officials in the relevant national institutions.
