Youth skills and employment are fundamental elements of the post-2030 Agenda for Sustainable Development and the 17 Sustainable Development Goals. One of the targets of Goal 4 is to substantially increase, by 2030, the number of youth and adults with the skills, including technical and vocational skills, needed for employment, decent work and entrepreneurship.

Technical and Vocational Education and Training (TVET) can provide young people with the skills they need to enter the world of work, including skills that enable them to be self-employed.

TVET can also help businesses and communities adapt to changing skills requirements, increase productivity and raise wage levels.

Such learning can reduce barriers to entry into the world of work, for example through work-based learning, and ensure that acquired skills are recognised and certified. It can also provide skills development opportunities for low-skilled people who are underemployed or unemployed, young people who are out of school and individuals who are neither in employment, education or training (NEETs).
