The Ministry of Digital Transition and Administration Reform announced the launch of a new project aimed at developing the "Idarati" application (IDARATI x.0) and adopting a national digital wallet, within the framework of its efforts to reform public administration and improve the quality of digital services provided to citizens.
The Ministry explained that the project aims to strengthen the proximity between the administration and the user, by establishing unified and smart access to various digital services, ensuring an integrated experience that goes beyond traditional technical approaches, and enshrining the simplification of procedures and the improvement of the efficiency of public services.
This project relies, at the methodological level, on respecting the principles of protecting personal data from the design stage, according to a "Privacy by design" approach, in addition to integrating information security requirements from the conceptual stage "Security by design", which enhances trust in the public digital system and preserves the rights of users.
In this context, and based on the outputs of the workshops organized by the National Commission for the Control of the Protection of Personal Data during 2024, on the protection of personal data and the concept of the digital wallet, the Ministry of Digital Transition and Administration Reform, in coordination with the National Commission, is working to involve a number of public institutions and relevant actors, to contribute to the identification and verification of technical choices and functional engineering that would establish an integrated digital system.
This system is based on the adoption of a national digital wallet integrated within a secure digital structure, and linked to the sovereign national identity, as embodied by the electronic national identity card issued and renewed by the General Directorate of National Security, which allows reliable use of digital services, with full respect for the provisions of protecting personal data.
In the first phase of this project, in addition to the Ministry of Digital Transition and Administration Reform and the National Commission for the Control of the Protection of Personal Data, a number of institutions and companies have been involved, including the Ministries of Youth, Culture and Communication, and Transport and Logistics, in addition to the National Agency for Real Estate Conservation, Land Surveying and Cartography, the National Road Safety Agency, and the National Social Security Fund.
IDAKTO, SHAREID, and La Marocaine Electronique des E-Services are also participating in this phase, with other institutions and companies joining the initiative in the coming phases.
