HIBAPRESS – w.m.a.

The Minister of Equipment and Water, Nizar Baraka, stated that the water inflows recorded at the dams, from September 1, 2025, to Wednesday, amounted to a total volume of 12.17 billion cubic meters, which represents a surplus of 134 percent compared to the average inflows.

Baraka explained, during the press conference following the weekly meeting of the government council, that this period was characterized by an exceptional nature, as 11.74 billion cubic meters of inflows were recorded since December 12, 2025, alone, which is equivalent to 96.4 percent of the total recorded inflows. He emphasized that during the last month alone (starting from January 11), inflows of about 8.82 billion cubic meters were recorded, a volume that exceeds what was recorded during several complete hydrological years. According to Baraka, the filling rate of dams in the Kingdom has seen a noticeable improvement, as it increased from 31.1 percent on December 12, 2025, to 69.35 percent on February 11, 2026, with a water storage volume of 11.62 billion cubic meters, which has not been recorded since 2018. Regarding the situation at the water basins, the Minister explained that most of these basins witnessed significant inflows during this year, foremost among them the Sebou basin (5086 million cubic meters to date, with a filling rate in the dam reservoir of 91.57 percent) and the Loukkous basin (1786 million cubic meters to date, with a filling rate in the dam reservoir of 93.49 percent). He pointed out that the recorded water inflows contributed to raising the dam reservoirs, as the data recorded at the level of most water basins in the Kingdom showed that 31 dams reached a filling rate exceeding 80 percent. Given the exceptional and ongoing situation of water inflows, Baraka emphasized that preemptive and gradual emptying operations were resorted to, with the aim of providing reserve capacity to contain inflows in order to protect citizens and preserve the safety of water facilities, where the volume of water that has been discharged since September 1 amounted to 4278 million cubic meters, recorded at the level of dams that reached a filling rate of 100 percent. He noted that the simultaneous emptying of water from the dams with the inflows from the tributaries located downstream of the dams led to exceeding the discharge capacity of the streams, which resulted in floods, especially in low-lying areas, which is what the Gharb and Loukkous regions experienced. Regarding the national integrated strategy for disaster management, the Minister explained that, in conjunction with the successive and accelerating climate changes, and the exceptional weather phenomena witnessed by the Kingdom since the end of 2025 and the beginning of this year, especially the floods and torrents that swept through areas in the northwest and the Gharb region, and before them Safi, the "National Integrated Strategy for Disaster Management in the Horizon of 2030" is currently being finalized. Baraka added that the preparation of a study related to the establishment of a national center equipped with an integrated system for predicting loads at the level of the Ministry of Equipment and Water, a special alert system (vigiriques), has been completed.
