The El Jadida region witnessed the inauguration of the territorial representation of the National Agency for Social Support, a step that falls within the framework of activating the High Royal Directives aimed at achieving a tangible and sustainable social impact for the direct social support program.
This inauguration embodies an actual consolidation of the policy of proximity in its human and territorial dimensions, by upgrading the direct social support program from a mere mechanism for financial transfers to a real lever for integrated spatial development, which enhances the economic and social integration of beneficiary families, especially in the most vulnerable and isolated areas.
This representation, the first of its kind, aims to bring the agency's services closer to the beneficiaries, and to ensure fairness in accessing social support services, by providing accurate information about the system's developments, clarifying the conditions and methods of benefiting, in addition to supporting the beneficiaries in preparing, submitting, and following up on complaints.
The representation will also undertake the tasks of managing beneficiary files at the local level with greater efficiency, relying on close field coordination with local authorities and decentralized services, which ensures a more accurate reading of territorial specificities and their integration into intervention mechanisms, and enhances the effectiveness of the program and its social impact.
The launch of this representation represents an experimental phase in the prospect of generalizing the model to the various regions of the Kingdom, where the adopted functional model will be tested and the effectiveness of its performance will be measured, in addition to evaluating the social impact achieved for the benefit of beneficiaries and local partners, and monitoring strengths and challenges to draw lessons that ensure the development of the program and enhance its sustainability.
Goals and Philosophy of Territorial Representations
In implementation of the High Royal Directives, the National Agency for Social Support adopts an approach that focuses on establishing territorial representations that ensure an institutional presence close to citizens, responding to their actual needs and enabling a deeper understanding of the local social reality.
This approach aims to achieve four main strategic goals, namely, humanizing direct social support by combining digitalization and field presence, which enhances trust and ensures the delivery of the correct information, geographical proximity by adapting interventions to local specificities and reducing disparities in access to services, as well as prevention by deepening knowledge of the social conditions of families and supporting them to avoid slipping into vulnerability, in addition to achieving impact by adopting tangible evaluation mechanisms for the development of the beneficiaries' conditions, and breaking the cycle of intergenerational poverty.
Context of Establishment
The inauguration of this model representation falls within the framework of implementing the provisions of Law No. 59.23 establishing territorial representations for the Agency, and in accordance with the provisions of Law No. 54.19 as a public utilities charter, which enshrines the principles of fairness, spatial justice, and bringing services closer to the beneficiaries.
This workshop also reflects a response to the recommendations of a number of constitutional institutions calling for the provision of qualified administrative facilities and specialized frameworks to support the beneficiaries, in full respect for their privacy and the protection of their personal data.
Thus, the inauguration of the El Jadida regional representation constitutes a pivotal station in the path of developing the social support system, and a practical step towards establishing a more equitable and effective development model at the territorial level.
