HIBAPRESS – Mohamed Zeriyouh
A new real estate file in the city of Nador has revealed legal surprises that raise a lot of controversy, after the Nador community, through its president, issued a building permit for a plot of land in the "New Nador" district.
What raised questions is that this land was originally allocated for the establishment of a public facility, which raises questions about the reality of granting the license at this particular time, with the approach of the elections. The plot of land on which the building permit was granted had previously been rejected by the previous municipal council, which refrained from granting the permit on the grounds that it was part of the communal property allocated for public benefit. But the big surprise is that the land was sold to another person, who was then able to obtain a building permit and benefited from the road passage that was opened on the communal land. This sudden change in the decision raises profound questions about the logic of this amendment. The file is witnessing an exciting development as a former member of the municipal council had submitted official complaints to the Supreme Audit Council and the Ministry of Interior, accusing parties of encroaching on communal property. Despite this official move, the file has not witnessed any tangible action, which raises doubts about the effective control over the community's property and its protection from illegal exploitation. What makes this file more exciting is its timing, as urban pressures are increasing in Nador with the approach of the elections. It is clear that some parties have taken advantage of this opportunity to achieve financial and electoral interests, in light of the presentation of controversial real estate privileges. Was the decision studied and legitimate, or was it just an electoral move to win votes? In the midst of this issue, questions are renewed about the way communal property is managed in the city of Nador, especially at a sensitive time that coincides with the upcoming elections. Were the legal procedures respected in the disposal of this land? Or did someone exploit the situation to achieve personal interests? Pending official clarifications, public opinion remains in a state of anticipation for what will become of this issue that affects the essence of protecting public property in the city.
