The Minister Delegate in charge of Relations with Parliament, the official government spokesperson, Mostafa Baitas, confirmed that the draft decree relating to the basic system of private nurseries, which was approved by the government council today, Thursday, aims to provide an answer to a set of problems that may arise on the ground, through the stipulation of several technical procedures.
Baitas explained, during a press conference after the weekly council meeting, that the draft of this decree stipulates the amendment of a set of articles, particularly the process of obtaining licenses, expanding licenses, and establishing an electronic platform entrusted to the governmental authority in charge of youth to manage, which concerns the digitalization of the procedure for obtaining licenses. The minister added that the contents of this draft decree also include defining the conditions and standards for exploiting the first floor of private nurseries, as well as a set of technical issues represented in equipping staircases with safety barriers at the top and bottom to ensure the safety of children, providing suitable handles for them, providing a non-slip floor, and providing an audible and visual alarm that can be perceived on the first floor, in addition to equipping the windows of the first floor with safe and shatter-resistant glass, and allocating this floor exclusively to children who are at least 24 months old. He also pointed out that the aforementioned draft decree also stipulates the need for the educators of the first floor to have training on evacuation procedures and risk prevention, as well as the behaviors that must be followed in emergency situations.
