The Ministry of Economy and Finance announced on Wednesday the adoption of a strategic framework for the reform of public finance management for the period 2026-2032.
The ministry confirmed on its website that this strategic framework is a roadmap aimed at consolidating the gains achieved by the Moroccan system for public finance management, and improving its performance, sustainability and transparency in a sustainable manner, while including various future interventions within a unified strategic vision, consistent with national priorities and the goals of the new development model.
This framework comes as an extension of the "PEFA" assessment mechanism (Public Expenditure and Financial Accountability) – "Agile" Morocco 2024 methodology, which was carried out in partnership with the Kingdom's technical and financial partners; they are the World Bank, the African Development Bank, the European Union, and the French Development Agency.
The results of this assessment confirmed the overall robustness of the Moroccan public finance system, and the remarkable progress made in recent years, especially with regard to budget reliability, accuracy in its preparation, and control in its implementation, in addition to integrating a gender approach into budgetary programming.
In parallel with this, this assessment highlighted some areas for improvement, and stressed the need to provide the country with a consolidated strategy for public finance reform and an organized action plan, consistent with national priorities.
This strategic framework was developed through an in-depth consultation process in which various concerned national parties participated, including the departments of the Ministry of Economy and Finance, the Supreme Audit Court, the Parliament, ministries, and concerned institutions, with the support of the aforementioned technical and financial partners.
This process allowed for the identification of strategic priorities for reform, and the setting of the necessary directions to continue modernizing the Moroccan system for public finance management.
In this regard, the strategic framework for reforming public finance management 2026-2032 constitutes a reference framework for strengthening public finance governance, based on five strategic axes: performance, sustainability, transparency, gender integration, climate, and territorial action, in addition to coordinating reforms and managing change. These axes are branched into sixteen priority directions.
This framework will be implemented through the development of a three-year rolling action plan, which will enable the adaptation of the measures taken to the results achieved and the development of national and international contexts.
This framework will also be strengthened by a coordinated leadership mechanism, and a precise system for tracking and evaluation, to ensure the consistency of the measures taken and measure their impact.
Through this initiative, Morocco renews its commitment to strengthening public finance governance, within the framework of a perspective to establish transparency, link responsibility with accountability, and ensure the sustainability of public finances, in a manner that serves the economic and social development of the Kingdom.
