HIBAPRESS – MAP Recently, four decisions by the Minister of Youth, Culture and Communication were issued in the official gazette of the Kingdom within the framework of completing the legal arsenal framing the film industry, and organized under Law No. 18.23 relating to the film industry and the reorganization of the Moroccan Cinema Centre, as well as the related regulatory texts.
The Moroccan Cinema Centre explained, in a statement, that these decisions concern the determination of standards for cinemas, their classification, and reclassification, as well as the standards related to films nominated for national or international accreditation, in addition to determining a list of categories of professional activities related to the film industry, with the setting of the percentage of Moroccan technicians and trainees that cinema operators and production companies must employ or use, as well as their fields of specialization. The same source added that, in this context, and given the completion of the publication of the legal arsenal related to film production hubs, film distribution, and the operation of cinemas, and its gradual entry into force starting from September 1, 2025, various actors in the film sector must work to adapt their legal status to the requirements of the new legal arsenal, within a maximum period of August 31, 2026. The statement noted that these regulatory texts came as a result of an expanded participatory path, which included organizing listening and consultation sessions with all professional organizations active in the film industry, during the proposal stage extending from January 29 to February 4, 2025, as well as during the opinion stage on the final versions of the projects on January 6 and 7, 2026. These texts are also part of a continuous legislative dynamic witnessed by the film sector, which culminated in the establishment of an integrated legal arsenal in terms of its structure and objectives, in service of developing the national film industry and enhancing its competitiveness.
