HIBAPRESS
A Royal Decree has been issued authorizing the Prime Minister, Fatima Ezzahra El Mansouri, to assume responsibilities related to the management of the National Defense Administration, effective October 16, 2026. This is in the framework of regulating the exercise of powers associated with managing this sector, under the authority of the King, in his capacity as the Supreme Commander of the Royal Armed Forces.
The decree, published in the Official Gazette, stipulates the possibility for the Prime Minister to delegate signing or endorsing powers for decisions and resolutions related to the management of the National Defense Administration to the Minister Delegate in charge of this administration and the concerned officials, in accordance with prevailing legal conditions and procedures, with the exception of decrees and regulatory decisions.
This is not an exceptional measure or an institutional precedent, but rather a path previously adopted with previous Moroccan governments. A similar decree is issued directly after the appointment of the Prime Minister to define the competencies of the Minister Delegate to the Prime Minister in charge of the National Defense Administration.
This delegation allows for the regulation of competencies related to defense management and enables the Ministry Delegate in charge of this administration to undertake certain management-related procedures and decisions, in accordance with specific legal controls, without prejudice to the constitutional authority of the King as the Supreme Commander of the Royal Armed Forces.
