HIBAPRESS – Khouribga
The Court of First Instance in Khouribga issued a sentence sentencing a local official, following his prosecution on charges of "insulting a municipal councilor during the performance of his duties."
The judicial body sentenced the person in question to two months in suspended prison, with a fine of 1,000 dirhams, in addition to paying civil compensation to the complainant in the amount of 5,000 dirhams, with the costs borne by him, and the rejection of the remaining civil claims. The details of the case go back to sharp verbal altercations that erupted during the work of a regular council session, when the local official directed an obscene expression to a colleague of his, which was considered offensive and undermined his dignity inside a public session. The official records documented the incident, which formed the basis of the judicial proceedings. The court considered that the words issued by the defendant represent a clear breach of functional consideration, and are contrary to the rules of respect required within the elected institutions, especially in the context of official sessions attended by members and followers. This ruling reflects a strict trend in dealing with verbal violations within the elected councils that have grown in recent years, and a consolidation of the principle of linking responsibility to accountability, in a way that ensures the preservation of the prestige of institutions and respect for their members while performing their duties.
