The Adaptation Fund (FA) is organizing the Annual National Implementation Bodies Conference from September 15 to 17, 2026, in Rabat, in partnership with the Agency for Agricultural Development (ADA), as an accredited National Implementing Entity (NIE) to the Adaptation Fund.

This high-level international meeting brings together representatives from 33 accredited entities from around the world, alongside members of the Adaptation Fund Secretariat. The event is dedicated to discussing strategic issues related to financing adaptation to climate change, strengthening institutional capacities, and promoting learning, knowledge, and experience sharing among participating entities.

Since its inclusion in the international agenda in 2014, this annual conference has become a distinguished platform for dialogue and experience exchange. Its proceedings will focus, in particular, on the procedures for accrediting and re-accrediting National Implementing Entities, practical monitoring of project implementation and adaptive management, alignment of projects with environmental, social, and gender policies, as well as valorizing knowledge and improving access to the various financing mechanisms provided by the Adaptation Fund.

The organization of this session in Rabat signifies the Adaptation Fund's recognition of the expertise accumulated by the Agency for Agricultural Development, and reflects its leading role within the global network of National Implementing Entities. On this occasion, the Agency will present the key lessons learned from the Moroccan experience in mobilizing climate finance and implementing major adaptation projects to climate change on the ground.

This event also serves as an opportunity to highlight the efforts undertaken by the Kingdom of Morocco in strengthening resilience to climate change, particularly in the agricultural sector and rural areas.

In this context, the Agency for Agricultural Development has successfully mobilized a grant of USD 10 million from the Adaptation Fund to finance the Project for Adaptation to Climate Change in Oasis Zones (PACCZO). This project was implemented from 2015 by the Agency as a National Implementing Entity, while the National Agency for the Development of Oasis Zones and Argan Trees (ANDZOA) was responsible for its execution. The project concluded in 2023.

The Agency for Agricultural Development is currently overseeing a structural project focused on strengthening the resilience of oasis ecosystems and improving the adaptive capacities of the inhabitants of the Draa basin. This project has been submitted to the Adaptation Fund with the aim of obtaining financing amounting to USD 20 million.

The implementation of this ambitious project will span five years, in the provinces of Ouarzazate, Zagora, and Tinghir. It aims to preserve the sustainability of oases, improve the management of and access to water resources, enhance climate-smart agriculture, and diversify income-generating activities, with a priority given to women and youth in rural areas.
