HIBAPRESS – Abdelatif Baraka
As the stage of reordering responsibilities within the government approaches, the name of Dr. Jamal Diwani, a parliamentarian for the Agadir-Ida Outanane constituency and a leader in the Istiqlal party, emerges among those who may be considered for the position of Minister Delegate in charge of Vocational Training and Qualification, succeeding Madiha Khayyer, who was dismissed from her duties.
This possibility is based on the man's political and organizational trajectory, as well as his experience in managing a number of legislative and developmental files, although any appointment remains subject to the decision of the competent authorities.
Diwani possesses a significant record of experience within the legislative institution, having chaired the Committee on Productive Sectors in the House of Representatives and worked on files related to agriculture, maritime fishing, industry, tourism, handicrafts, and water and forests.
He also held positions within the Finance and Economic Development Committee and participated in discussions on banking and insurance systems and finance bills, in addition to exercising parliamentary oversight and advocating for a number of social and developmental files concerning the Souss-Massa region, and overseeing an exploratory mission regarding the distribution and marketing networks of agricultural products in Morocco.
Diwani's experience is not limited to parliamentary work but extends to managing transportation and urban mobility files in Greater Agadir, through his chairmanship of the group of local authorities responsible for this sector. His tenure was associated with the renewal of the urban transport fleet and the launch of the first phase of the "Amal Way" project, which represents one of the structural projects aimed at developing mobility within the urban area. He also engaged in following up on rural and semi-urban issues, particularly concerning drinking water, breaking isolation, improving roads, school transportation, and combating school dropout.
At the organizational level, Diwani holds the position of Regional Secretary of the Istiqlal Party in Agadir-Ida Outanane and is a member of the Executive Committee of the League of Independent Economists. He enjoys a presence within the local party scene, with his relationships extending to a number of political actors and civil society components.
The man has also accumulated experience in parliamentary diplomacy, by chairing the official delegation of the Moroccan Parliament to the International Tourism Fair in Berlin in 2023 and participating in meetings with foreign parliamentary delegations.
This diverse experience gives Diwani strong elements for any discussion about potential candidates for government responsibility, given his familiarity with institutional work and his ability to manage files and communicate with local and national stakeholders.
Through this experience, Diwani remains the most qualified to assume the portfolio of vocational training and qualification, with his ability to keep pace with the reform of the training system and link it to the needs of the labor market, enhance alternating training with companies, and expand qualification opportunities for young people.
Between the qualifications offered by Diwani's political career and the challenges imposed by the current stage, the question remains within Istiqlal circles in Agadir as to whether the party will push for his name to assume government responsibility, or will choose another personality for the position.
While awaiting clarification, Diwani's name remains on the table within speculations related to the reordering of responsibilities, without any official confirmation of his selection to succeed Madiha Khayyer.
