The Secretary-General of the United Nations, António Guterres, affirmed in his recent report to the UN Security Council on the Moroccan Sahara the need for Algeria to engage more in order to reach a political solution to the regional dispute over the Moroccan Sahara.
The report praised the recent signals sent by Morocco for an open dialogue with Algeria, referring, in particular, to the Throne Speech on July 29, 2025, in which His Majesty King Mohammed VI renewed Morocco's readiness to begin a "frank and responsible dialogue; a fraternal and sincere dialogue" with Algeria. Guterres mentioned that neighboring countries, foremost among them Algeria, have a "crucial role to play in order to reach a solution" to this conflict, stressing that this would also enhance their security and development prospects. However, and "despite declarations of intent," he noted that no "tangible improvement" had been recorded in relations between Algeria and Morocco, calling on the two countries to renew their efforts" in a way that serves regional cooperation, as it is an essential condition for achieving lasting peace in the Maghreb region. In the same context, the Secretary-General also noted the desire expressed by His Majesty King Mohammed VI to find a "consensual solution, in which there is no victor or vanquished, that preserves the face of all parties." He indicated that Morocco reiterated to the Personal Envoy, Staffan de Mistura, the call for the relaunch of negotiations within a framework that includes all concerned parties, including Algeria. This reminder of the need to engage in dialogue comes at a time when the United Nations and the international community are intensifying their efforts to revive the political process with a view to reaching a political, realistic, pragmatic, and lasting solution to the conflict over the Moroccan Sahara, which will reach its 50th year next month.
