As Minister of Agriculture, Fisheries, Rural Development, Water and Forests, Ahmed Elbouayachi, represented Morocco at the 18th session of the Global Forum for Food and Agriculture, held in Berlin from January 14 to 17, 2026, on the sidelines of the International Green Week Berlin.

Through its participation in the Global Forum for Food and Agriculture, the Kingdom of Morocco reaffirms its commitment to an integrated and sustainable management of water resources, to promoting resilient and effective agriculture, and to strengthening international cooperation in the service of food security and sustainable development.

The 2026 session of the forum, organized under the theme "Water. Crops. Our Future" highlighted the pivotal role of water in achieving food security and sustainable agricultural development.

The discussions focused on four main themes: the sustainable use of water, promoting the blue economy, optimizing the balance between different uses of water, and strengthening international governance of this strategic resource.

On the sidelines of the forum, the Moroccan side participated in a high-level discussion session jointly organized by the Department of Agriculture, Rural Development, Blue Economy and Sustainable Environment of the African Union, and the German Federal Ministry of Food and Agriculture, on the sustainable management of water resources in the service of food security in Africa.

The Moroccan participation enabled highlighting the Kingdom's experience in the integrated management of water resources and the modernization of the agricultural sector, as an inspiring and applicable model at the African level.

As a leader in commitment to sustainable agricultural systems at the African and international levels, Morocco highlighted the public policies and sectoral strategies adopted by the Kingdom to strengthen the resilience of the agricultural sector and improve the efficiency of water use and adaptation to climate change.

The Green Generation strategy was presented as a structural framework that places water at the heart of the transformation of the national agricultural system.

The Kingdom also highlighted the pivotal role of innovation, strategic planning, and African cooperation in strengthening the resilience of agricultural systems in the face of climate change, reaffirming its commitment to supporting food security and sustainable agricultural development and promoting South-South partnership.

In this regard, Morocco has, for several years, engaged in a proactive policy to control water in the agricultural sector, based on the development of water-saving irrigation, the modernization of water infrastructure, and the use of non-conventional water resources. Today, irrigated agriculture, which represents about 16 percent of the arable land, plays a crucial role in achieving food security and providing job opportunities in the rural world.

Important achievements have been made, particularly through the generalization of water-saving irrigation techniques, which currently cover about 65 percent of the irrigated areas, compared to less than 10 percent about fifteen years ago.

This dynamic supports structural projects for the mobilization of conventional and non-conventional water resources, which contributes to strengthening the resilience of the agricultural sector and reducing pressure on natural resources.

This forum, which brings together political decision-makers, experts, scientists, economic actors, and representatives of civil society, is an international platform dedicated to the future of agriculture and global food security. It also constitutes a space for dialogue and consultation on agriculture, food security, and the sustainability of production systems in the face of climate change.
